Dr Goh Moh Heng [Speaker]

Dr Goh Moh Heng is a recognised global leader in operational resilience (OR), crisis management (CM) and business continuity management (BCM), with more than three decades of senior leadership experience in designing, implementing, and managing resilience strategies across complex, multinational organisations.

He is currently the President of BCM Institute and Managing Director of GMH Continuity Architects, where he has advised and guided over 1,000 organisations since 2011 across the Asia-Pacific and Middle East regions.

His work has focused on strengthening organisational readiness for high-impact disruptions, including crisis response, operational resilience, and large-scale business continuity transformation, aligned with international standards such as ISO 22301 and ISO 22316.

Dr Goh’s expertise is grounded in extensive real-world leadership roles. At the Government of Singapore Investment Corporation, he was responsible for enterprise-wide crisis management and business continuity, overseeing preparedness and response capabilities at one of Singapore’s most critical financial institutions.

He led the global implementation of business continuity management across 52 countries at Standard Chartered Bank, managing complex, cross-border crisis readiness in diverse regulatory and operational environments. He also headed the BCM practice at PricewaterhouseCoopers, advising senior executives on resilience strategy and crisis preparedness.

Since 2001, Dr Goh has been actively involved in training senior management teams, crisis leaders, and government agencies, equipping them to respond effectively to real-world disruptions, including facility denial events, infrastructure failures, cyber incidents, and multi-agency crises. His experience spans a wide range of sectors, including financial services, government, energy, healthcare, education, and critical infrastructure.

He contributed at the regional and international levels as a Senior Advisor to the China BCM Forum and as an expert panel member of the Asia-Pacific Economic Cooperation (APEC) Network on Improving SME Disaster Resilience, and through initiatives with JICA-ASEAN to enhance the resilience of industrial areas.

In recognition of his contributions to the profession, Dr Goh was awarded the prestigious Business Continuity Lifetime Achievement Award in London—becoming the first Asian recipient in its 16-year history—and the National BCM Award (Singapore).

Notable BCM Contributions


  • Asia Pacific Economic Cooperation (APEC) Small and Medium Enterprise Working Group (SMEWG) advisory committee member for the Guidebook on SME Business Continuity Planning

  • Assisted several global financial institutions in their Industry-Wide Exercise (IWE) for financial industry participation that covered terrorist and cyber attacks

  • Implemented total BCM for agencies such as banks, insurance companies, stock exchanges, shipyards, mega-retailers, power generation, government-linked companies, and biomedical and research institutes.

  • Facilitated live exercises for financial institutions on full denial of access due to terrorist attacks, insurance companies on ransomware and cyber-attacks and statutory boards with full closure due to pandemic outbreaks

  • Designed and facilitated tabletop exercises for terrorist attacks, cybersecurity attacks, pandemic and infectious disease outbreaks, product contamination, product recall

  • Developed the Singapore Standard (SS507:2004) for Business continuity/disaster recovery (BC/DR) service providers

  • Developed the Technical Reference (TR19:2004) for Business Continuity Management for Manufacturing, Innovation and Services in Singapore.  This standard was upgraded to SS540 and, in 2012, became ISO22301:2012.

  • Developed and designed National Emergency Planning (Details to be discussed independently due to ISA confidentiality requirement)
