 [SOP] Program AdminThe following are Standard Operating Procedures (SOP) for Program Admin activities involving course coordination for WSQ courses offered by BCM Institute.

E-Assessment

Purpose

This SOP outlines the procedures for preparing, administering, monitoring, and concluding online assessments for courses delivered via synchronous e-learning. The objective is to ensure consistency, fairness, and integrity in the assessment process.


Scope

This SOP applies to all programs delivered by BCM Institute that include an online assessment component. It covers trainers, assessors, course coordinators, and learners.


Assessment Platforms and Tools

Assessments are conducted on secure, approved platforms:

  • Learning Management System (LMS) 

  • Proctoring Tools (e.g., Zoom)


Pre-Assessment Preparation

4.1 Assessment Design

  • Assessments must be aligned with course learning objectives and SSG-approved curriculum.

  • Must include a mix of objective (MCQ, True/False) and/or subjective (case study, scenario-based) questions as required.

4.2 Learner Communication

  • Notify learners at least 3 working days prior to the assessment.

  • Provide instructions, duration, platform link, and rules (e.g., open book/closed book).

4.3 Technical Checks

  • Conduct a technical walkthrough with learners to ensure they can access the platform.

  • Learners must test internet connectivity, webcam, and microphone.


Assessment Administration

5.1 Identity Verification

  • E-attendance via SingPass must be completed if applicable.

5.2 Proctoring Guidelines

  • All learners must keep cameras ON and microphones unmuted unless otherwise instructed.

  • Screen sharing may be required for higher-level certifications.

  • Recordings may be conducted for audit purposes and stored securely per PDPA guidelines.

5.3 Assessment Conduct

  • The timer must be visible if conducted within LMS.

  • No communication tools (e.g., WhatsApp, email, other tabs) allowed during the assessment.

  • Trainers or invigilators must monitor the session in real-time.


Post-Assessment Procedures

6.1 Submission

  • All responses must be submitted through the approved platform.

  • The results of the exam are immediate. 

6.2 Results Release

  • Learners are to receive an official results email within 7 working days of the assessment.

  • Certificates are to be issued only upon:

    • Full attendance

    • Successful assessment outcome (e.g., ≥75% score or Pass grade)


Non-Compliance and Technical Issues

  • If a learner is disconnected during the assessment, they must rejoin within 5 minutes and report to the invigilator.

  • If issues persist, a re-assessment may be scheduled at the discretion of BCM Institute.

  • Any form of cheating or misconduct results in disqualification and a formal report.


Quality Assurance and Audit

  • All assessments are subject to periodic review by the Academic Board.

  • Random audits may be conducted using recorded sessions and answer logs.

  • Feedback from learners is collected and reviewed to improve future assessments.
