The purpose of this blog is to help readers understand that providing a Self-Assessment is not merely a regulatory reporting requirement but a critical stage in sustaining an operational resilience programme.

It explains why organisations must periodically evaluate their own resilience capabilities, document their progress, identify strengths and weaknesses, and demonstrate that operational resilience activities remain effective, aligned with governance expectations, and capable of supporting continuous improvement.

The blog introduces the purpose, objectives, inputs, activities, outputs, and linkages of the Self-Assessment stage, enabling readers to understand how self-evaluation provides assurance to senior management, the Board, regulators, and other stakeholders that the organisation's resilience programme is being maintained and improved over time.

Element	Description
Purpose	To embed a culture of operational resilience within the organisation by driving long-term behavioural, mindset, and value changes that support resilience objectives.
Objectives	Define cultural change management and its role in sustaining OR. Establish common OR terminology and practices across the organisation. Align structure, skillset, and mindset with resilience goals. Overcome resistance to change and embed “resilience by design.” Ensure leadership demonstrates and reinforces resilient behaviours.
Inputs	Organisational resilience framework and policies. Senior management commitment and governance support. Existing organisational culture assessments. Communication strategies and training resources. Feedback from stakeholders (internal and external).
Activities	Communicate the importance of OR across all levels of the organisation. Engage leaders to model resilience behaviours and champion OR. Foster collaboration across business units and break down silos. Provide adequate resources, tools, and training to support OR adoption. Recognise and reward staff who demonstrate resilient behaviours. Continuously assess cultural alignment with resilience objectives.
Outputs	A shared understanding of OR values, language, and practices. Leadership role-modelling resilient behaviours. Improved collaboration and accountability across departments. Resilience is embedded in performance measures and recognition systems. A visible shift in organisational culture toward resilience readiness.

For participants of the Operational Resilience Expert Implementer (OR-5000) programme, this blog serves as a pre-reading and learning guide that places Stage 14 within the context of the complete Operational Resilience Planning Methodology.

Rather than viewing Self-Assessment as a standalone report or compliance exercise, participants will appreciate how it consolidates the outcomes of every preceding stage—from governance, critical business services, dependency mapping, impact tolerances, scenario testing, communication, training, and cultural change—into a structured assessment of organisational resilience.

By understanding how Self-Assessment integrates and validates the entire operational resilience programme, participants gain a holistic perspective of the methodology and recognise why this stage naturally precedes the final Independent Quality Review, which provides external assurance that the programme has been implemented effectively and is fit for purpose.
