Capability and maturity are models against which an organisation’s operational resilience performance can be measured and improved.

These capability and maturity models describe the essential elements of effective operational resilience processes and work to be executed in the organisation. The rigour and quality of the process used to develop them highly influence the assurance of continuing business services.

Description

Purpose

To embed a culture of operational resilience within the organisation by driving long-term behavioural, mindset, and value changes that support resilience objectives.

Objectives
  • Define cultural change management and its role in sustaining OR.
  • Establish common OR terminology and practices across the organisation.
  • Align structure, skillset, and mindset with resilience goals.
  • Overcome resistance to change and embed “resilience by design.”
  • Ensure leadership demonstrates and reinforces resilient behaviours.

  • Organisational resilience framework and policies.
  • Senior management commitment and governance support.
  • Existing organisational culture assessments.
  • Communication strategies and training resources.
  • Feedback from stakeholders (internal and external).

Activities

  • Communicate the importance of OR across all levels of the organisation.
  • Engage leaders to model resilience behaviours and champion OR.
  • Foster collaboration across business units and break down silos.
  • Provide adequate resources, tools, and training to support OR adoption.
  • Recognise and reward staff who demonstrate resilient behaviours.
  • Continuously assess cultural alignment with resilience objectives.

  • A shared understanding of OR values, language, and practices.
  • Leadership role-modelling resilient behaviours.
  • Improved collaboration and accountability across departments.
  • Resilience is embedded into performance measures and recognition systems.
  • A visible shift in organisational culture toward resilience readiness.
