[Implement] [OR-P2] Implementing Operational Resilience

These steps are often regarded as a "Implement" phase of the OR planning methodology.  Here is where we would like to formalise the implementation steps to develop the components of the operational resilience programme.

An operational resilience implementation process involves identifying important or critical business services, setting impact tolerances, mapping resources inter-dependencies and connectivity and finally, scenario testing to respond to an operational disruptive event.

It is helpful to note that lessons learned from current and past scenarios be reviewed and improved upon.
