BCP Compliance Checklist for MSF-Funded Programmes

This checklist is designed to help your agency track and maintain compliance with the prevailing Business Continuity Plan (BCP) requirements outlined in Annex B.

Phase 1: Initial Setup (Within 12 Months of Agreement)

 
  • Appoint BCM Coordinator: Formally appoint at least one staff member as the Agency's Business Continuity Management (BCM) coordinator.
 
  • Certification: Ensure the BCM coordinator acquires (at minimum) industry-recognised certification in fundamental BCM knowledge.
 
  • Develop BCPs: Create plans tailored to current operational needs to maintain critical functions during disruptions like fire, haze, or pandemics.
 
  • Board Endorsement: Obtain formal endorsement of the BCP from the Agency’s Board of Directors or an equivalent approving body.
 
  • Initial Submission: The BCM coordinator must submit the Agency-endorsed BCPs to the MSF Children in Care Service.

 

Phase 2: Annual & Ongoing Maintenance

 

Annual Review: Conduct a review of all BCPs at least once every year.

 

Annual Endorsement: Ensure the Board of Directors endorses both the updated BCP and the review report before submission.

 

 

Annual Submission: Submit the endorsed updated BCP and review report to the Children in Care Service.

 

 

Stay Current: Adhere to all guidance provided by MSF via circulars, advisories, or guidelines.

 

 

Cooperation: Furnish MSF with any requested documentation and cooperate with validation exercises to verify compliance.

 

 

Phase 3: Administrative & Staffing Management

 
  • Staffing Changes: If a BCM coordinator position becomes vacant, appoint a covering officer for a maximum interim period of 6 months while seeking a permanent replacement.

 
  • Appointment Records: Maintain formal records of all appointments for BCP-related functions for the duration of the Agreement.

 
  • Training Records: Maintain detailed training records for all staff performing BCP-related functions to facilitate MSF audits.

Business Continuity Management (BCM): A holistic management process that identifies potential threats and develops response plans to increase organisational resilience and minimise disruption impact.
