Summary for Management Approval
Introduction
This chapter presents the Business Continuity Plan Development (PD) Phase Summary for SHINE Children and Youth Services (SHINE), following the completion of the Business Impact Analysis (BIA) and Business Continuity Strategy (BCS) phases.
The objective of the Plan Development phase is to translate approved continuity strategies into practical, actionable, and role-based Business Continuity Plans that will enable SHINE to respond effectively to disruptive incidents and sustain the delivery of its critical services to children, youth, families, and stakeholders.
The Business Continuity Plans developed under this phase cover twelve (12) Critical Business Functions (CBFs) across SHINE’s service delivery, operational support, governance, and enabling functions.
These plans collectively address the organisation’s readiness to manage a wide range of disruption scenarios, including but not limited to facility unavailability, IT system outages, manpower shortages, and external crisis events.
This BC Plan consolidates the recovery strategies and operational procedures for twelve Critical Business Functions (CBFs) identified during the Business Impact Analysis (BIA) and Business Continuity Strategy (BCS) phases. The functions are:
CBF-1 Educational Psychology Services (EPS)- CBF-2 Community Social Work & School Social Work
- CBF-3 Targeted Interventions for At-Risk Youth
- CBF-4 Counselling & Therapy Services (SH.IFT and related programmes)
- CBF-5 Case Management & Client Support Coordination
- CBF-6 Client Information & Records Management
- CBF-7 Communications & Stakeholder Coordination
- CBF-8 Human Resource Management & Professional Capability
- CBF-9 Funding, Resource & Donor Management
- CBF-10 Partnership & Community Network Management
- CBF-11 Facilities, IT Systems & Service Infrastructure
- CBF-12 Governance, Compliance & Reporting
The BC Plan has been structured into three key parts for clarity and operational readiness:
- Part A – Introduction, which establishes the planning scenarios, assumptions, scope, exclusions, extended planning considerations, external communications approach, and arrangements for alternate sites and command centres;
- Part B – Corporate Crisis Procedures, which define SHINE’s overarching incident management framework, including escalation flow, response timelines, detailed procedures, and governance for plan approval and distribution; and
- Part C – Business Unit Business Continuity Plans, which provide function-specific procedures for preparedness, immediate service resumption within T+24 hours, and full recovery beyond T+24 hours.
Together, these components ensure that SHINE’s Business Continuity Plans are aligned with organisational objectives, regulatory expectations, and sector best practices, while remaining practical and proportionate to SHINE’s operating context as a children and youth social service agency.
Part A: Introduction
This section defines the planning assumptions, scope, and operating framework that guide the activation and implementation of the BC Plan.
It also outlines the location of the alternate site, command centre setup, and the equipment requirements essential for sustaining critical operations during a disruption.
Part B: Corporate Crisis Procedures
This section outlines the overarching corporate-level crisis response framework. It includes a sequential flowchart, incident response and recovery timeline, and detailed corporate crisis management procedures.
It also defines the distribution and approval protocols to ensure that all key personnel are aware of their responsibilities during a crisis.
Part C: Business Unit BC Plans and Procedures
This section details the business unit-level continuity procedures for each critical function across three distinct phases:
- Pre-Crisis: Readiness and prevention measures
- Within T+24 Hours: Immediate post-disruption resumption actions
- After T+24 Hours: Full recovery and restoration to normal operations
Each Business Unit Plan provides specific guidance on activation triggers, communication protocols, staffing, and minimum resource requirements to enable efficient continuity and recovery.
The completion of the Business Continuity Plan Development (PD) Phase represents a significant milestone in strengthening SHINE Children and Youth Services’ organisational resilience and crisis preparedness.
By developing comprehensive, structured Business Continuity Plans for all twelve Critical Business Functions, SHINE is now better positioned to respond to disruptions in a timely, coordinated, and controlled manner while safeguarding client welfare, staff safety, service continuity, and stakeholder confidence.
The plans developed provide:
- Clear governance and decision-making structures during crises;
- Defined response and recovery timelines aligned to critical priorities in service.
- Practical, role-based procedures for business units across pre-crisis readiness, immediate resumption, and complete recovery phases; and
- Alignment with earlier BIA and BCS outcomes, ensuring that recovery objectives and strategies are operationalised effectively.
Management approval of this chapter will enable SHINE to proceed with formal plan adoption, staff awareness, training, exercises, and periodic reviews, ensuring that the Business Continuity Plans remain current, tested, and effective amid evolving risks and operating conditions.
Upon approval, these plans will serve as the authoritative reference for organisational crisis response and continuity management, reinforcing SHINE’s commitment to service excellence, accountability, and resilience in fulfilling its mission to support children, youth, and families even during times of disruption.
