[BCM] [SHINE] [E4] [BCS] [P3] Minimum Resources Required During a DisasterThis chapter presents a comprehensive overview of the minimum resources required to ensure the continuity of SHINE Children and Youth Services’ critical business functions (CBF-1 to CBF-12) during a disaster.

The purpose of this assessment is to provide management with a clear understanding of the essential personnel, equipment, and infrastructure needed to maintain operational resilience and service delivery under adverse conditions.

Each Critical Business Function (CBF) has been broken down into its respective Sub-Critical Business Functions (Sub-CBFs), with corresponding minimum requirements for staff, seating, telecommunications, IT equipment, and other specialised resources.

These requirements are based on an evaluation of each function's operational needs and are aligned with SHINE’s business continuity planning and crisis management strategies.

The information in this chapter serves as the foundation for management approval of resource allocation, enabling timely and effective response during emergencies, and ensuring that services to clients, stakeholders, and the community are sustained without significant disruption.

Banner [BCM] [E3] [BCS] [Summing Up] [T3] Minimum Resources Required during a Disaster

The consolidated minimum resource requirements outlined in this chapter provide SHINE’s management with a clear and actionable reference for disaster preparedness and response planning.

By identifying the critical staff, equipment, and support mechanisms required for each Sub-CBF across all CBFs, SHINE can efficiently prioritise resources, allocate responsibilities, and implement contingency arrangements.

Adherence to these requirements will enhance SHINE’s operational resilience, mitigate the impact of disruptions on clients and stakeholders, and support the organisation’s commitment to delivering uninterrupted services during emergencies.

Management approval of this resource framework is therefore essential to ensure that SHINE is fully prepared to respond to crises in a structured, coordinated, and effective manner.
