CBF-02 Community Social Work & School Social Work
In a disaster scenario, the ability of SHINE Children and Youth Services (SHINE) to maintain its essential community and school social work functions depends on the timely availability of critical resources. These resources ensure continuity of client support, safeguarding of vulnerable children and youths, and the sustained coordination with schools, families, and community partners.
This chapter outlines the minimum resources required for each Sub–Critical Business Function (Sub-CBF) under CBF-02 Community Social Work & School Social Work, based on the requirements defined in BCM Institute’s Part 3: Minimum Resources Required framework.
The resource estimates presented below reflect the minimum staffing, workspace, equipment, and tools needed to operate effectively at designated recovery locations. These requirements ensure that SHINE can deliver essential services even under constrained or disrupted conditions, preserving its mission to support at-risk children, youth, and families.

By identifying these baseline requirements, SHINE strengthens its preparedness and resilience, ensuring that community support, school engagement, counselling services, and programme delivery can continue with minimal interruption. This structured approach equips SHINE to move swiftly into recovery mode, safeguard essential services, and maintain trust with stakeholders, partners, and beneficiaries during challenging circumstances.
