The “Recovery Strategies” chapter outlines the methods, resources, and recovery locations needed to ensure that SHINE Children and Youth Services (SHINE) can resume its Community Social Work and School Social Work services within the required Recovery Time Objectives (RTOs).

As these services directly support vulnerable children, youths, and families, their continuity is a critical priority for SHINE’s mission of enabling children and youths to maximise their potential.

Drawing on ISO 22301 best practices and BCMpedia’s mitigation and recovery guidance, each Sub-Critical Business Function (Sub-CBF) within CBF-02 is evaluated to identify the most appropriate and feasible recovery strategy.

The “Recovery Strategies” chapter outlines the methods, resources, and recovery locations needed to ensure that SHINE Children and Youth Services (SHINE) can resume its Community Social Work and School Social Work services within the required Recovery Time Objectives (RTOs).

As these services directly support vulnerable children, youths, and families, their continuity is a critical priority for SHINE’s mission of enabling children and youths to maximise their potential.

Drawing on ISO 22301 best practices and BCMpedia’s mitigation and recovery guidance, each Sub-Critical Business Function (Sub-CBF) within CBF-02 is evaluated to identify the most appropriate and feasible recovery strategy.

These strategies consider SHINE’s operational dependencies, staffing requirements, community and school-based service delivery models, and the organisation’s need for rapid, safe, and flexible recovery during disruptions. The selected strategies prioritise minimal downtime, accessibility for beneficiaries, and continuity of essential casework and psychosocial support.

School Social Work – In-School Social Work & Student Support

School-Based Alternative Spaces + Remote

School-provided temporary rooms or virtual sessions

Work with school partners to reassign temporary rooms or shift to online counselling via MOE-approved platforms.

Ensures student support continuity despite disruptions at SHINE premises; schools remain the natural and accessible service delivery point.

School Social Work – Preventive & Developmental Programmes

Programme Rescheduling + Virtual Delivery

Online Platforms or Alternate School Venues

Shift group programmes online where possible; otherwise, postpone non-critical sessions.

Preventive programmes are important but not time-critical; blended recovery (virtual + rescheduling) balances continuity and feasibility.

Casework & Counselling Support (Community & School)

Remote Counselling + Alternate Site

Secondary SHINE Centre / Remote

High-risk or urgent cases receive phone/video counselling; non-urgent sessions are shifted to the secondary site.

Casework for vulnerable children and families is highly time sensitive; immediate remote contact reduces risks associated with care delays.

Maintain communications with partners through email, online meetings, and mobile communications.
