CBF-1 Strategic Procurement and Sourcing
The objective of Business Continuity Management (BCM) is not to restore normal business operations immediately following a disruption, but to maintain the Minimum Business Continuity Objective (MBCO) using the minimum resources necessary until full recovery can be achieved.
Identifying minimum recovery resources enables ALPS Healthcare to determine the essential personnel, facilities, technology, communications, and operational support required to sustain Strategic Procurement and Sourcing during disruptive events.
This approach ensures that critical procurement activities supporting Singapore's public healthcare system continue despite reduced operational capacity.
Resource planning is a direct outcome of the Business Impact Analysis (BIA) and the Recovery Strategy development process.
The BIA establishes which Sub-Critical Business Functions (Sub-CBFs) are essential, their Recovery Time Objectives (RTOs), and the minimum service levels that must be maintained.
Recovery strategies then determine how those objectives will be achieved. The final step is to identify the minimum resources required to execute those recovery strategies successfully. These resources should support only essential operations and should not replicate normal business staffing or infrastructure.
During a major disruption, organisations frequently operate under significant resource constraints.
Staff availability may be reduced, facilities may be inaccessible, technology services may be degraded, and supply chains may be disrupted.
Consequently, recovery planning should optimise the use of cross-trained personnel, shared workspaces, cloud technologies, remote working arrangements, and alternate processing facilities.
By defining only the minimum operational resources required to achieve the MBCO, ALPS Healthcare can improve recovery efficiency, reduce recovery costs, and ensure that scarce resources are prioritised for activities that directly support healthcare continuity.
