CBS-1 Insurance Policy Application and Issuance
Introduction
Mapping interconnections and interdependencies enables AIA Bhd to understand how CBS-1 Insurance Policy Application and Issuance is delivered across a connected network of processes, people, technology, information, facilities, third parties, and other Critical Business Services.
Although the service is presented to customers as a single outcome, its successful delivery depends on multiple operational processes working together in the correct sequence.
For AIA Bhd, the mapping provides an end-to-end view beginning with customer enquiry and product selection, continuing through application processing, due diligence, underwriting, payment confirmation and policy creation, and concluding with policy delivery, downstream handover, disruption response and service restoration.
It also identifies the connections between CBS-1 Insurance Policy Application and Issuance and other Critical Business Services, particularly:
- CBS-2 Policy Administration and Servicing
- CBS-3 Premium Collection and Payment Processing
- CBS-5 Claims Assessment and Benefit Payment
- CBS-6 Medical Guarantee and Hospital Admission Support
- CBS-7 Customer Digital Insurance Services
- CBS-8 Customer Assistance and Service Support
- CBS-10 Policyholder and Beneficiary Payment Services
- CBS-11 Customer Identity and Policy Information Access
- CBS-12 Regulatory and Statutory Insurance Reporting
The interconnection mapping identifies the linkages and hand-offs between the Sub-CBS processes. It shows how information, decisions, documents, approvals and transactions move from one part of the service to another.
The interdependency mapping identifies the resources and supporting services upon which each Sub-CBS relies, including specialist personnel, technology platforms, data, external providers and other Critical Business Services.
For AIA Bhd’s Operational Resilience programme, these two perspectives are important because disruption can arise either from a failed connection between processes or from the loss of a supporting dependency.
A process may remain available but still be unable to operate because it cannot receive an upstream input, transmit a downstream output or access a critical system, specialist or third party.
Separating interconnections from interdependencies provides a clearer end-to-end understanding of CBS-1. It enables AIA Bhd to identify critical hand-offs, single points of dependency, shared platforms, scarce specialist capabilities, third-party concentration risks and areas where disruption may propagate across the wider insurance service environment.
The mapping can also support regulatory and supervisory review by demonstrating that AIA Bhd understands how CBS-1 is initiated, processed, assessed, approved, issued, monitored, recovered and restored.
It provides a practical foundation for impact tolerance setting, scenario testing, resilience investment, business continuity planning, technology recovery and third-party risk management.

Continuity depends on tested alternate processing, trained staff, available information and coordinated recovery of shared systems. Manual capacity may be substantially below normal demand. |
Application intake, underwriting or issuance may stop or operate at reduced capacity, creating backlog and a potential impact tolerance breach. |
|
CBS-1.20 Service Recovery, Reconciliation and Restoration |
CBS service owner, New Business Operations, Underwriting, Policy Administration, Finance, Technology Recovery, Cybersecurity, Data Management, Business Continuity and Operational Risk. |
Restored application, underwriting, policy administration, document and payment systems; reconciliation tools; backup infrastructure and data-integrity controls. |

Restores CBS-1 and interfaces with CBS-2, CBS-3, CBS-7, CBS-8, CBS-11 and CBS-12. |
Full restoration depends on system recovery, verified data integrity, processing capacity and reconciliation of manual activity. Shared recovery resources may create competing priorities. |
Premature restoration may cause duplicate, missing or incorrect records. Extended reconciliation may prolong customer impact after systems become available. |
The two-table structure provides AIA Bhd with a clearer distinction between the connections that move CBS-1 through its end-to-end lifecycle and the dependencies required for each Sub-CBS to operate and recover.
The Map Interconnections table shows how applications, decisions, information, documents and payments move between the 20 Sub-CBS processes.
It identifies the major hand-offs from customer enquiry to application registration, identity verification, underwriting, customer acceptance, payment confirmation, policy creation, issuance and downstream servicing.
It also shows where exceptions, service monitoring, disruption response and recovery connect to the normal service lifecycle.
The Map Interdependencies table identifies the people, technology, information, facilities, external organisations and other Critical Business Services required to support each Sub-CBS.
This reveals potential vulnerabilities such as reliance on central application and underwriting platforms, the Policy Administration System, specialist underwriting personnel, medical providers, reinsurance counterparties, banking interfaces and shared recovery infrastructure.
Together, the two maps provide the evidence needed to set and validate the impact tolerance for the CBS-1 Insurance Policy Application and Issuance.
They allow AIA Bhd to determine which process hand-offs must remain available, which dependencies require rapid recovery, how much manual processing capacity is needed and where disruption may spread across interconnected Critical Business Services.
The mapping also supports the design of severe but plausible scenarios.
Testing can target the loss of a process connection, such as failure to transfer approved applications into the Policy Administration System, or the loss of a dependency, such as the unavailability of specialist underwriters, medical providers, payment services or the central document platform.
The results should be used to prioritise resilience investment, strengthen alternative processing, diversify concentration risk, improve interface monitoring, increase specialist coverage, and align technology recovery with the impact tolerance for CBS-1.
Both tables should be maintained as controlled Operational Resilience records.
They should be reviewed whenever there are material changes to products, processes, distribution channels, systems, data flows, facilities, third-party arrangements, reinsurance relationships or the wider operating environment.
