Chapter 6
Business Continuity Management Planning Methodology for the Employment and Employability Institute
As part of the ISO 22301-aligned Business Continuity Management (BCM) planning methodology, the Business Continuity Plan (BCM Plan) Development Phase is a critical step that transforms the findings from prior stages—such as risk assessment and business impact analysis—into actionable recovery strategies and documented procedures.
For the Employment and Employability Institute (e2i), this phase ensures that the organisation is operationally prepared to respond effectively to disruptive incidents while safeguarding its core mission of empowering workers and enhancing employability in Singapore.
What Does Plan Development Entail?
The BCM Plan Development Phase is structured into three key stages:
1. Determination of the Organisation of the BC Plan Document
This foundational step sets the structure and governance for the business continuity plans across e2i's various departments and services.
Key Activities
Designing and Developing the BC Plan Template:
A standardised BCM Plan template is developed to ensure consistency across all business units (BUs). At e2i, this template includes sections such as:
- Executive Summary
- Roles and Responsibilities
- Business Function Recovery Procedures
- Resource Requirements
- Communication Plans
- Appendices for contact lists and floor plans
For example, e2i’s Career Services Division, which manages career fairs and job matching initiatives, will tailor its recovery procedures to include alternative platforms for virtual engagement with job seekers and employers if physical events are disrupted.
Determining the Recovery Organisation:
e2i establishes a recovery team structure, including key roles such as:- BCM Steering Committee (oversight and policy decisions)
- Incident Management Team (IMT)
- Business Unit Recovery Teams
In the context of e2i, the Digital Services team, which supports online career coaching platforms, would designate a Recovery Team Leader, alternate contacts, and liaise with IT for systems restoration.
2. Conducting a BC Plan Writing Workshop to Guide Plan Writers
A hands-on workshop is conducted to guide BU-level personnel in developing their specific recovery plans using the approved template.
Key Activities
Guided Workshops with BU BCM Coordinators
e2i's Business Continuity Manager organises training sessions to walk BCM Coordinators through the plan template, explain recovery objectives, and provide examples specific to their operational contexts.
For instance, the Employer Engagement team may need to outline contingency measures for business development outreach during a service disruption—such as using alternative communication channels or rescheduling employer networking events.
Completion of the Plan Template by BU BCM Coordinators
Each business unit within e2i is responsible for completing its plan.
The Finance and Procurement Division, for example, would document alternate workflows for payroll processing, including access to cloud-based financial systems and backup banking contacts.
3. Finalisation of the BC Plan Production
The final stage ensures that each completed plan is reviewed, validated, and approved for implementation.
Key Activities
Validation by BU BCM Coordinators and Heads of Business Units
After the initial drafts are submitted, BU Heads review the plans for accuracy and alignment with operational priorities. They ensure that:
- All critical functions identified in the BIA are covered
- Recovery strategies are realistic and resourced
- Roles and contacts are current and confirmed
For example, the Training & Skills Upgrade team, which delivers upskilling programmes, would validate the plan to ensure recovery timelines for resuming physical or virtual courses are aligned with learner expectations and regulatory standards.
Final Compilation and Distribution
Once validated, the BCM Team at e2i compiles all unit-level plans into a master document, enabling a coordinated and integrated organisational response during crises.
Copies are stored securely in both physical and digital formats, accessible to relevant personnel during an incident.
Practical Application at e2i
Throughout this phase, e2i’s BCM approach reflects its commitment to service excellence and resilience. For example:
- Alternate sites for critical operations, such as temporary relocation to SkillsFuture Singapore facilities, are documented.
- Communication protocols for reaching job seekers, employers, and partners via e2i’s website, WhatsApp broadcast lists, and GovTech systems are specified.
- Priority recovery timelines are aligned with the needs of key stakeholders, including the Ministry of Manpower (MOM), NTUC, and industry partners.
Summing Up ...
The Business Continuity Plan Development Phase equips the Employment and Employability Institute with a robust, structured, and actionable set of recovery procedures tailored to its unique services and stakeholder expectations.
By embedding continuity planning into the core operations of each business unit, e2i enhances its ability to respond swiftly to disruptions—ensuring its mission to support Singapore’s workforce continues without compromise.
This comprehensive planning effort forms a cornerstone of e2i’s overall BCM programme and sets the foundation for plan validation and testing in the next phase of the methodology.
