[EP Readiness Exercise] Briefing for Participants and Observers

EP Readiness Exercise Briefing

The Agency of Integrated Care (AIC) with BCM Institute is organising a EP Readiness Exercise with a total of 21 participating nursing homes and centre-based service providers.  The exercise will be conducted in 2 runs on:

 

  • Run 1: 3rd Oct 2019 from 9 am to 2 pm
  • Run 2: 30th Oct 2019 from 9 am to 2 pm

Objectives of EP Exercise Briefings

To evaluate and enhance the readiness of nursing homes and centre-based providers in dealing with pandemic outbreak by:

  • Practising key components of the nursing homes’ and centre-based providers’ Emergency Preparedness plan
  • Identify opportunity for improvement of the plan

Roles and Responsibilities of Participants and Observers

Are you a participant and what is an observer?

A Participant is one or more internal persons representing the Nursing Home or Centre, involved in responding to the exercise scenario and injects

An Observer is an external person tasked to facilitate, observe and record the findings in an exercise conducted for a Nursing Home or Centre-based Provider.

Exercise Delivery Approach

Run 1

In Run 1, Observers travel to Participants’ locations to observe and help facilitate the exercise.

Run 2

In Run 2, Observers and Participants switch roles, with 21 Service Providers designated Participants and the Service Providers designated Observers.  The exercise can be divided into 3 Stages:

  • Pre-exercise Training
  • Readiness Exercise Proper
  • Post-Exercise Debrief

1.  Participants

A Participant Briefing will be conducted on 17th Sep 2019  starting from 1 pm to 5 pm.  It is held at the Dining Hall Work Central, 190 Clemenceau Ave, #06–01, Singapore 239924.

Briefing to Participants

This briefing is to update all Participants and Observers of the objectives, and conduct of the exercise, as well as to review the various roles and responsibilities of Participants and Observers.

  • A high-level scenario will be presented to Participants along with a Participant Checklist to ensure that important preparatory work is undertaken and completed by the Exercise Date.
  • Participants and Observers will also be taught how to conduct an After Action Review (ARR) for their respective organisations, and those they observe.
  • A Question & Answer session will conclude the Participant Briefing.
  • Participants and Observers would receive briefing slides, a Participant Checklist, and a blank AAR Form.

2.  Observers

If you are reading this section, you are now appointed as an observer to the exercise.

An Observer is an external person tasked to facilitate, observe and record the findings in an exercise conducted for a Nursing Home or Centre-based Provider.

Observer Briefing

The purpose of the Observer Briefing is to prepare Observers to help facilitate and observe the responses of their Host Organisations on EP Exercise Day.  Observers will:

  • Be given an Observer Checklist to ensure that the exercise runs smoothly on Exercise Day, and specific action or verbal responses to observe by the Host during the exercise.
  • Be presented the opening scenario, and walkthrough one inject during the Observer Briefing session by the main facilitator (BCM Institute)
  • Be divided into groups. Within the group, some will role play “Observers” and others, “Participants”. “Observers” will practice one inject on the “Participants”. “Observers” and “Participants” will then switch roles and practice another inject. It is hoped that this would create a sense of involvement and ownership amongst the Observers.
  • Be told to keep all scenarios and injects confidential.
  • Received briefing slides, Scenario, Injects and Observer Checklist.
Observer's Roles and Responsibilities

An Observer is an external person tasked to facilitate, observe and record the findings in an exercise conducted for a service provider.
More specifically, Observers are required to:

  • Understand the preparations by Hosting Participant
  • Check-in with Exercise Control at 2 different Checkpoints
  • Kick-start the Interactive Segment of the Exercise by presenting the Opening Scenario
  • Assist delivery of selected injects to Hosting Participant
  • Observe responses of Hosting Participant and record observations
  • Participate in After-Action Review (AAR) and collect forms for submission to Exercise Control.
Observer Involvement

The involvement of the observer during the EP Readiness Exercise is during the three segments.  These segment are:

  • Preemptive
  • Interactive
  • After Action Review

3.  Conduct of EP Readiness Exercise

The EP Readiness Exercise will be conducted on 3rd Oct 2019 from 9 am to 2 pm.  It will be conducted in 3 segments:

  • Preemptive
  • Interactive
  • After Action Review

4.  Post Exercise Debrief

Upon completion of the EP Readiness Exercise, AIC has scheduled for the Post-Exercise Debrief (After Action Review) will be conducted on 15th Oct 2019 starting from 9 am to 12 pm held at the HDB Convention Centre, Bedok Room, HDB Hub, 480 Lorong 6 Toa Payoh, Singapore 310480.
