Core Operational Resilience Team (Tactical Level)

- Head of Operational Resilience (Team Lead)

- Acts as primary coordinator with internal and external stakeholders.
- Risk Management Representative
- Provides risk identification, monitoring, and mitigation expertise.

- Information & Cybersecurity Representative

- Acts as liaison with supervised entities during crises.
- Operations & Corporate Services Representative
- Covers facilities management, human resources resilience, and physical security.
- Communications Representative
- Manages internal and external communications during incidents.
- Safeguards public trust through timely, transparent messaging.
Supporting Functions (Specialist Level)
Specialist roles may be co-opted when needed, such as:
- Legal & Compliance – Guidance on regulatory obligations and legal exposures.
- Audit – Independent review of resilience measures.
- Finance & Treasury – Ensuring financial resources are available to sustain resilience initiatives.
- Human Resources – Workforce resilience, succession planning, and staff welfare.
Reporting Structure and Escalation
The ORT should report to the Operational Resilience Steering Committee, which in turn escalates to the Governor and Board.
A structured escalation process ensures that resilience gaps, risks, or incidents are rapidly communicated to decision-makers.
