• Desired resilience behaviours are defined and reinforced.

• Employees understand their responsibilities.
• Training is role-based.
• Competency is assessed.
• Self-assessment is evidence-based.
• Independent review provides meaningful challenge.
• High-risk findings are visible.
• Actions have accountable owners.
• Closure is supported by evidence.
• Significant improvements are retested.
• Material changes trigger resilience review.
• Emerging risks are considered.
• Third-party resilience is monitored.
• Technology resilience is aligned with service outcomes.
• Board reporting focuses on material resilience exposure.
