Purpose

Define why the communication strategy has been established and how it supports operational resilience.

2. Objectives

Examples:

    • reinforce resilience culture;
    • clarify responsibilities;
    • support management oversight;
    • enable effective incident escalation;
    • support customers during disruption;
    • meet regulatory communication requirements;
    • support learning and continuous improvement.

3. Scope

Define:

    • business units covered;
    • locations;
    • critical business services;
    • internal stakeholders;
    • external stakeholders.

4. Key Messages

Examples:

    • operational resilience is a shared responsibility;
    • critical business services must remain within impact tolerance;
    • vulnerabilities should be escalated early;
    • scenario testing is intended to expose weaknesses;
    • lessons learned should result in action.

5. Communication Channels

Primary channels:

    • email;
    • intranet;
    • collaboration platforms;
    • management meetings;
    • dashboards.

Alternative channels:

    • SMS;
    • emergency notification;
    • telephone;
    • public website;
    • alternative collaboration systems.

6. Governance

Define:

    • communication owner;
    • message approval;
    • regulatory approval;
    • external communication approval;
    • record retention.

7. Measurement

Define:

    • reach;
    • engagement;
    • understanding;
    • timeliness;
    • effectiveness;
