Level 1 — Initial

Characteristics:

• activities are informal;
• practices are reactive;
• responsibilities are unclear;
• documentation is limited;
• implementation varies by individual;
• governance is minimal.

Level 2 — Developing

Characteristics:

• basic processes exist;
• implementation is partial;
• some ownership is defined;
• documentation is emerging;
• coordination remains limited;
• management awareness is increasing.

Level 3 — Defined

Characteristics:

• formal policies exist;
• responsibilities are documented;
• methodologies are standardised;
• implementation is consistent;
• governance is established;
• reporting is regular.

Level 4 — Managed

Characteristics:

• capabilities are integrated;
• performance is measured;
• risk-based decisions are made;
• cross-functional governance is effective;
• scenario testing is mature;
• remediation is actively managed.

Level 5 — Optimised

Characteristics:

• resilience is embedded in strategy;
• capabilities are continuously improved;
• predictive indicators are used;
• data is integrated;
• assurance is mature;
• organisational learning is strong.
