Introduction

The plan development exercise represents a key milestone in the company’s Business Continuity Management (BCM) Programme and aligns with the ISO 22301 international standard for business continuity.

SHINE Children and Youth Services (SHINE) is dedicated to helping children, youth, and their families overcome challenges and reach their full potential.

The completion of the BC Plan Development Phase ensures that the organisation has a comprehensive, practical, and tested framework to respond effectively to disruptions, safeguard its assets, and maintain the delivery of a wide range of developmental, educational, and therapeutic programmes. SHINE’s work impacts vulnerable communities across Singapore.

This BC Plan consolidates the recovery strategies and operational procedures for twelve Critical Business Functions (CBFs) identified during the Business Impact Analysis (BIA) and Business Continuity Strategy (BCS) phases. The functions are:

  1. CBF-1 Educational Psychology Services (EPS)
  2. CBF-2 Community Social Work & School Social Work
  3. CBF-3 Targeted Interventions for At-Risk Youth
  4. CBF-4 Counselling & Therapy Services (SH.IFT and related programmes)
  5. CBF-5 Case Management & Client Support Coordination
  6. CBF-6 Client Information & Records Management
  7. CBF-7 Communications & Stakeholder Coordination
  8. CBF-8 Human Resource Management & Professional Capability
  9. CBF-9 Funding, Resource & Donor Management
  10. CBF-10 Partnership & Community Network Management
  11. CBF-11 Facilities, IT Systems & Service Infrastructure

The BC Plan has been structured into three key parts for clarity and operational readiness:

Part A:  Introduction

This section defines the planning assumptions, scope, and operating framework that guide the activation and implementation of the BCP.

It also outlines the location of the alternate site, command centre setup, and the equipment requirements essential for sustaining critical operations during a disruption.

Part B: Corporate Crisis Procedures

This section outlines the overarching corporate-level crisis response framework. It includes a sequential flowchart, incident response and recovery timeline, and detailed corporate crisis management procedures.

It also defines the distribution and approval protocols to ensure that all key personnel are aware of their responsibilities during a crisis.

Part C: Business Unit BC Plans and Procedures

This section details the business unit-level continuity procedures for each critical function across three distinct phases:

  • Pre-Crisis:  Readiness and prevention measures
  • Within T+24 Hours: Immediate post-disruption resumption actions
  • After T+24 Hours: Full recovery and restoration to normal operations

Each Business Unit Plan provides specific guidance on activation triggers, communication protocols, staffing, and minimum resource requirements to enable efficient continuity and recovery.

 

Business Continuity Plan Development Phase marks a significant advancement in SHINE’s organisational resilience journey.

The resulting BC Plans for the twelve critical business functions serve as an operational blueprint for sustaining essential services during emergencies, reducing downtime, and ensuring the company can meet its obligations.

Through this initiative, SHINE demonstrates its commitment to corporate governance, operational excellence, and national resilience, ensuring that SHINE remains fully prepared to manage potential disruptions, including infrastructure failures, IT incidents, natural disasters, and supply chain interruptions.

Management’s review and formal approval of this report and its associated plans will authorise the operational implementation and periodic testing of the BCP.

This will be followed by the next BCM phase—Plan Testing and Exercising (TE)—to validate plan effectiveness, enhance staff readiness, and ensure continuous improvement of SHINE’s business continuity capabilities.
