This Critical Business Function enables SHINE to collaborate effectively with schools, community agencies, government bodies, donors, and volunteers.

This section evaluates how disruption to partnership and community network management impacts SHINE over time.

Using a graded impact scale from 1 (low impact) to 5 (severe impact), the analysis highlights escalation points, recovery priorities, and vulnerable periods for each Sub-CBF.

The outcomes support informed decisions on recovery sequencing, resilience investments, and continuity planning.
