In times of disaster, ensuring that essential services continue without interruption is critical to the well-being of the community, especially for organisations like SHINE Children and Youth Services.

This chapter focuses on identifying and outlining the minimum resources required for the continuation of key functions during a disaster.

For each critical business function (CBF), this table will help to establish the basic operational needs, including staff, equipment, and infrastructure, to support recovery efforts.

The goal is to ensure that the minimum resources are in place to maintain essential services during and immediately after a disaster, to help affected individuals and communities regain stability and receive the necessary care and support.

Ensuring operational continuity during a disaster requires SHINE to have clearly defined, minimum resource requirements for each of its critical social work functions.

These resources—ranging from essential staff, IT equipment, communication tools, to safe recovery locations—enable SHINE to uphold its mission of supporting vulnerable children, youth, and families despite disruptions.

By identifying these baseline requirements, SHINE strengthens its preparedness and resilience, ensuring that community support, school engagement, counselling services, and programme delivery can continue with minimal interruption.

This structured approach equips SHINE to move swiftly into recovery mode, safeguard essential services, and maintain trust with stakeholders, partners, and beneficiaries during challenging circumstances.
