To ensure the continuity of essential property management services for all government-linked properties, maintaining at least 60% operational capacity for critical facilities management functions—including security, utilities, and tenancy coordination—within 24 hours of a disruption, and complete restoration within five business days, to support the uninterrupted delivery of public services and national infrastructure operations.

Business Unit Minimum Business Continuity Objective (Business Unit MBCO) defines the minimum acceptable level of outputs (services/products) from each business unit required to support the Corporate MBCO during a disruption.

It must be measurable, realistic, and aligned with the organisation's recovery time objectives (RTOs).

CBF-1: Asset & Facilities Management

MBCO: Maintain essential facilities operations (e.g. building maintenance, security, cleaning, utilities) for at least 70% of high-priority government properties within 24 hours, with full restoration within five business days.

MBCO: Ensure 60% functionality of core infrastructure systems (e.g. building automation, critical systems monitoring, HVAC) within 24 hours to support health, safety, and operational integrity of key facilities.

CBF-3: Client & Stakeholder Management

MBCO: Maintain communication and engagement with 80% of key government stakeholders and clients through alternative channels within 24 hours to ensure transparency and service continuity.

CBF-4: Billing, Finance & Vendor Management

MBCO: Resume 50% of critical financial operations (e.g. urgent billing, essential vendor payments) within 48 hours, with full functionality within 5 business days to prevent contractual or operational disruptions.

CBF-5: Compliance, Governance & Reporting

MBCO: Ensure regulatory and contractual compliance reporting for government-linked operations is maintained at 100% for all time-sensitive obligations within the required legal or policy timeframe (typically within 72 hours).

CBF-6: Information Systems & Records Management

MBCO: Restore access to 70% of essential digital records, operational systems, and backup platforms within 24 hours to support continuity of decision-making and operational oversight.

CBF-7: Human Resources & Payroll

MBCO: Ensure 100% continuity of payroll processing for all employees and contractors within 72 hours and restore essential HR services (e.g. staff communication, emergency coordination) within 24 hours.

CBF-8: Procurement & Supply Chain Management

MBCO: Maintain procurement operations for 60% of critical supplies and contracts necessary for building operations and facility support within 48 hours, with priority on safety, utility, and security vendors.
