This is the introduction to SGSecure and forms part of the introduction to the speaker's presentation for the MOM SGSecure seminar on "Business Continuity Plans in the Workplaces" on 27 Feb 2023. 

This set of readings aims to allow the speakers to provide an overview of SGSecure and BCM so that the speaker can focus on the BCM aspect of the SGSecure initiative.  For consistency in my presentation, the word Business Continuity Planning (BCP) will be replaced by Business Continuity Management (BCM).

Understanding the SGSecure Framework

Launched in 2016, SGSecure is a national initiative to prepare Singaporeans against terrorism and crises. The framework is built on three key pillars:

1. Vigilance: Encouraging individuals and organisations to be alert and recognise potential threats.
2. Cohesion: Building trust and collaboration within and among communities to respond collectively.
3. Resilience: Equipping communities and workplaces to recover swiftly from disruptions.

By emphasising these pillars, SGSecure aligns seamlessly with the goals of Business Continuity Management (BCM), which prioritises proactive planning and rapid recovery.

Risk Awareness and Threat Identification

SGSecure emphasises vigilance, ensuring workplaces remain alert to emerging threats, such as:

• Physical security breaches.
• Acts of terrorism.
• Pandemic-related disruptions.
• Cybersecurity vulnerabilities.

Through SGSecure resources like workplace seminars, training programs, and simulation exercises, organisations can enhance their ability to identify risks early, a critical first step in developing a BCM Plan.

The SGSecure movement provides practical tools and guidance to improve workplace readiness. Key initiatives include:

This collaborative spirit is instrumental in ensuring continuity and minimising disruptions.

Integration with BCM Planning Framework

SGSecure tools and guidelines complement BCM Planning frameworks by addressing the following:

• Crisis Management: Developing clear roles and responsibilities for response teams.
• Incident Recovery: Accelerating the resumption of critical operations through SGSecure's partnerships with local agencies.
• Continuous Improvement: Incorporating insights from SGSecure drills and exercises into BCM Plan updates.

Case Study: SGSecure in Action

SGSecure protocols proved instrumental during a simulated bomb threat at a manufacturing facility. Employees, previously trained through SGSecure workshops, swiftly implemented evacuation procedures.

The company’s BCM team coordinated with authorities and leveraged its BCM Planning to resume production within 48 hours, minimising downtime and demonstrating operational resilience.
