The templates should be adapted to reflect the organisation’s size, complexity, regulatory environment, risk profile, governance structure, and operational resilience maturity.

Appendix AC: Complete Sustain Phase Implementation Cycle

The Sustain Phase can be represented as the following recurring implementation cycle:

1. Introduce Cultural Change
Establish the behaviours, accountability, leadership commitment, and organisational mindset required to support resilience.

2. Develop Communication Strategy
Maintain awareness, stakeholder engagement, escalation capability, and coordinated communication.

3. Implement Training and Awareness
Build and maintain role-based knowledge, skills, and competencies.

4. Provide Self-assessment
Evaluate whether resilience arrangements remain current, evidenced, and effective.

5. Conduct Independent Quality Review
Provide objective challenge and assurance.

6. Consolidate Findings
Bring together issues from incidents, exercises, assessments, audits, and reviews.

7. Prioritise Improvement
Focus management attention on the most significant resilience weaknesses.

8. Implement Remediation
Address root causes and improve controls and capabilities.

9. Validate and Retest
Demonstrate that improvement is effective.

10. Feed Back into Plan and Implement
Refresh maturity, gaps, strategy, governance, critical business services, mapping, impact tolerances, and scenario testing where required.

The cycle therefore becomes:

CULTURE → COMMUNICATION → TRAINING → SELF-ASSESSMENT → INDEPENDENT REVIEW → IMPROVEMENT → REVALIDATION

When connected to the wider methodology:

PLAN → IMPLEMENT → SUSTAIN → REVIEW → IMPROVE → PLAN

These appendices are intended to provide the practical templates, checklists, registers, assessment tools, and governance aids required to convert the Sustain Phase from conceptual guidance into an operational management programme.
