A Practitioner’s Guide to the “Plan” Phase into practical application.

The appendices provide practical tools, templates, assessment structures, and implementation aids to support the Plan Phase of the Operational Resilience Planning Methodology.

They are designed to help practitioners translate the concepts described in Chapters 1 to 8 into structured organisational activities.

The appendices may be adapted to reflect:

  • organisational size

  • industry;

  • regulatory requirements;

  • risk profile;

  • existing governance;

  • existing resilience capabilities; and

  • internal terminology.

The templates should therefore be treated as practical starting points rather than rigid requirements.

The key objective is consistency, traceability, and evidence-based implementation.

Appendix U:  Operational Resilience Steering Committee Terms of Reference    

1. Purpose

Provide cross-functional oversight of operational resilience.

2. Authority

Define decision-making powers.

3. Membership

Potential members:

    • Executive Sponsor;
    • OR Lead;
    • Risk;
    • BCM;
    • Technology;
    • Cybersecurity;
    • Crisis Management;
    • Third-Party Risk;
    • Procurement;
    • business representatives.
4. Responsibilities

Include:

    • oversee strategy;
    • monitor roadmap;
    • review risk;
    • review incidents;
    • monitor remediation;
    • review testing;
    • escalate material issues.
5. Meeting Frequency

Define expected frequency.

6. Quorum

Define minimum attendance.

7. Reporting

Define reporting to Executive Management or Board.

8. Minutes and Records

Define record-keeping requirements.

9. Review

Terms of Reference should be reviewed periodically.
