Practical Tools for the Plan Phase


The appendices bring the concepts discussed in A Practitioner’s Guide to the “Plan” Phase into practical application.

The appendices provide practical tools, templates, assessment structures, and implementation aids to support the Plan Phase of the Operational Resilience Planning Methodology.

They are designed to help practitioners translate the concepts described in Chapters 1 to 8 into structured organisational activities.

The appendices may be adapted to reflect:

  • organisational size

  • industry;

  • regulatory requirements;

  • risk profile;

  • existing governance;

  • existing resilience capabilities; and

  • internal terminology.

The templates should therefore be treated as practical starting points rather than rigid requirements.

The key objective is consistency, traceability, and evidence-based implementation.

The appendices are intended to provide a practical implementation toolkit for the entire Plan Phase.

They support the progression from assessment to readiness.  The tools should not be used simply to produce documentation.

Their real value lies in helping the organisation:

  • make better resilience decisions;
  • establish clearer accountability;
  • identify material weaknesses;
  • prioritise investment;
  • manage risk consistently;
  • demonstrate management oversight;
  • and prepare effectively for implementation.

A successful Plan Phase does not conclude with the completion of templates.


It concludes when the organisation has established sufficient strategic, governance, risk, resource, and management readiness to begin applying operational resilience at the Critical Business Service level.

This completes Book 1 — Plan: Establishing the Foundation for Operational Resilience and provides the foundation for Book 2 — Implement: Building Operational Resilience Capabilities.
