Senior management should be able to answer Yes to the following questions before the Plan Phase is formally closed:

• Do we understand our current operational resilience capability?
• Do we understand our major weaknesses?
• Have material gaps been prioritised?
• Do we have an approved Operational Resilience Strategy?
• Do we have a realistic implementation roadmap?
• Have resources and funding been identified?
• Is our risk appetite clear?
• Are KRIs, KPIs, and thresholds established?
• Is governance operating?
• Are accountabilities clear?
• Are decision rights defined?
• Are escalation arrangements established?
• Are significant risks visible to senior management?
• Is remediation being governed?
• Is independent assurance defined?
• Are business units prepared to participate?
• Are key data sources available?
• Are known weaknesses being actively managed?
• Has the readiness assessment been completed?
• Has management formally approved transition into the Implement Phase?

If the organisation can answer these questions confidently, the Plan Phase has achieved its intended purpose.
