#### 1.1 Introduction

Jamiyah Home for the Aged (JHA) cannot close its doors when something goes wrong. It runs 24 hours a day, every day of the year, and its residents are elderly, often frail, and have no other home to go to.

If the power fails, a kitchen supplier stops delivering, an infectious disease spreads through a dormitory, or half the care staff fall sick, the residents still need to be fed, given their medication, kept clean and kept safe that same day.

Business Continuity Management (BCM) is the discipline that prepares an organisation to keep delivering its most important services through a disruption, and to recover the rest in a planned order. For a welfare home, "business" means care.

Continuity means a resident who needs help eating at 12:30 pm still gets that help, even if the lift is broken and the regular caregiver is on medical leave.

This chapter introduces BCM in the context of JHA. It is written for the Home's management committee, the Superintendent and senior staff, and for the Jamiyah Singapore leadership that oversees the Home. It assumes no prior knowledge of BCM or of ISO standards.

By the end of this chapter, readers should be able to:

1. Explain what BCM and a Business Continuity Management System (BCMS) are, using the language of ISO 22301:2019 + Amendment 1:2024.
2. Describe the regulatory and governance setting in Singapore that makes BCM relevant to JHA.
3. Outline the structure of ISO 22301 and how its Plan-Do-Check-Act cycle would apply at the Home.
4. Recognise the main disruptions JHA should prepare for, with practical examples.
5. Identify who in the organisation is responsible for BCM, and what the following chapters will cover.

#### 1.2 About Jamiyah Home for the Aged

JHA, also known as Darul Takrim, is a government-gazetted welfare home for destitute elderly persons, managed by Jamiyah Singapore (the Muslim Missionary Society Singapore).

Understanding how the Home is set up is the starting point for any BCM programme, because it determines who depends on the Home and whose approval is needed when plans change.

| **Attribute** | **Detail** |
| --- | --- |
| **Established** | **1996, by the then Ministry of Community Development, with Jamiyah appointed as managing agent ([JHA](https://jha.jamiyah.org.sg/about-us/))** |
| **Location** | **1 Tampines Avenue 3, Singapore 529707; moved there from Still Road in December 1997 and officially opened on 20 January 1998 ([NAS speech](https://www.nas.gov.sg/archivesonline/data/pdfdoc/1998012001.htm))** |
| **Legal status of the Home** | **One of 11 welfare homes MSF is responsible for, gazetted under the Destitute Persons Act ([MSF](https://msf.gov.sg/what-we-do/help-those-in-need/article/programmes/Welfare-Homes))** |
| **Admission** | **Statutory; the admitting authority remains with MSF ([MSF](https://msf.gov.sg/what-we-do/help-those-in-need/article/programmes/Welfare-Homes))** |
| **Residents** | **Elderly, frail and destitute persons; about 100 residents were reported in 2024 ([Alvinology](https://alvinology.com/2024/03/22/deliveroo-extends-ramadan-blessings-to-elderly-residents-at-jamiyah-home-for-the-aged/))** |
| **Operating hours** | **Care: 24 hours. Office: 9 am to 6 pm ([JHA](https://jha.jamiyah.org.sg/))** |
| **Vision** | **Serving the community, caring for society** |
| **Mission** | **To provide a Home for the homeless aged** |
| **Care outcomes** | **Community reintegration for residents who can be discharged; maintained function and well-being for those needing long-term care** |
| **Parent organisation** | **Jamiyah Singapore, founded in 1932, which also runs a nursing home, a halfway house, a food bank, preschools and student care centres** |

Several features of JHA shape its continuity needs:

- **Residents depend on the Home for everything.** The Home provides shelter, meals, medication, personal care, and on-site social contact. Residents have no family home to return to during a crisis.
- **The Home serves a mixed and ageing population.** Some residents are ambulant and working towards discharge; others need long-term support. The Home's mission statement notes that it plans for needs arising from residents' ageing profile.
- **Faith and culture matter in daily care.** As a Muslim-managed home, it must maintain halal food, prayer times, and Ramadan routines (such as preparing iftar for fasting residents while still serving non-fasting residents) even under disruption.
- **The Home relies on a wide community network.** Preschools, corporate volunteers, mosques and foreign missions run regular programmes with residents. These partners can help in a crisis, but their absence (for example, during a pandemic) also changes daily operations.
- **The Home sits within a larger charity.** Jamiyah's other services, such as Jamiyah Nursing Home (Darul Syifaa') and the Jamiyah Food Bank, are potential sources of mutual aid, but they may be hit by the same island-wide event at the same time.

#### 1.3 What Is Business Continuity Management?

BCM is an ongoing management process that keeps an organisation able to deliver its key services at an acceptable level during a disruption and recover in a controlled way afterwards.

It is not a single plan written once and filed. It is a cycle of understanding the organisation, preparing responses, testing them and improving them.

ISO 22301 calls this formal framework a Business Continuity Management System (BCMS): the policies, roles, processes, and records that together make continuity part of how the organisation is run.

A BCMS sits alongside JHA's other management arrangements, such as fire safety, infection control and financial controls, rather than replacing them.

##### Key Terms, Explained for JHA

| **Term** | **Meaning in plain words** | **JHA example** |
| --- | --- | --- |
| **Disruption** | **An event that interrupts normal delivery of services** | **A citywide power outage cuts lifts, kitchen equipment and air-conditioning** |
| **Critical Business Function or Prioritised activity** | **An activity that must be resumed first because its loss causes the greatest harm** | **Medication administration, meals, personal hygiene and resident supervision** |
| **Business impact analysis (BIA)** | **A structured look at what happens over time if each activity stops** | **Assessing how quickly missed insulin, missed meals or missed turning of bed-bound residents becomes harmful** |
| **Maximum tolerable period of disruption (MTPD)** | **The longest an activity can be down before the impact becomes unacceptable** | **Residents cannot go without meals and fluids beyond a few hours** |
| **Recovery time objective (RTO)** | **The target time to resume an activity, set shorter than the MTPD** | **Restore at least a basic halal meal service within two hours of a kitchen failure** |
| **Minimum business continuity objective (MBCO)** | **The minimum acceptable level of service during disruption** | **Simple packed meals instead of the full menu; group activities paused** |
| **Business continuity strategy** | **The chosen approach to protect and recover prioritised activities** | **Standby caterer agreement, backup generator, cross-trained staff** |
| **Business continuity plan (BCP)** | **The documented steps people follow to respond and recover** | **A one-page "loss of kitchen" checklist kept at the nurses' station** |
| **Exercise** | **A rehearsal that tests whether plans and people work as intended** | **A tabletop walk-through of an overnight flood with the night shift** |

The RTO and MTPD figures above are illustrations only. JHA's actual values will be set through its own BIA, covered later in this series.

##### BCM is Not the Same as Emergency Response

Fire drills and evacuation plans deal with the first minutes of an incident: getting people to safety. BCM covers what happens next, often over days or weeks.

For example, after a kitchen fire is put out, BCM asks how to feed 100 residents for the month it takes to repair the kitchen. Both are needed, and a good BCMS links them together.

#### 1.4 Regulatory and Governance Context in Singapore

No single Singapore law orders JHA to certify to ISO 22301, but several regulators and frameworks expect the Home to stay safe, well-governed and able to keep caring for residents.

ISO 22301 gives JHA a recognised way to meet those expectations and show evidence that it does.

| Body or framework | Role relevant to JHA | What it means for BCM |
| --- | --- | --- |
| **[Ministry of Social and Family Development (MSF)](https://msf.gov.sg/what-we-do/help-those-in-need/article/programmes/Welfare-Homes)** | **Responsible for welfare homes under the Destitute Persons Act; holds the admitting authority for residents** | **MSF must be told early if residents' care is at risk, and may need to approve transfers to other homes** |
| **[Social Residential Homes Act 2025](https://www.msf.gov.sg/what-we-do/srha/about-srha) (SRHA)** | **Came into operation on 1 July 2026; sets a common licensing framework and care standards for social residential homes, including welfare homes** | **Licensed homes must meet the Act, its regulations and the Code of Practice; continuity of safe care becomes a licensing matter, not just good practice** |
| **[Commissioner of Charities](https://charities.gov.sg/Pages/Charities-and-IPCs/Manage-Your-Charity/Code-of-Governance-for-Charities-IPCs.aspx)** | **Regulates registered charities in Singapore, including Jamiyah Singapore** | **The board is accountable for managing risks to the charity's services, assets and reputation** |
| **[Code of Governance for Charities and IPCs (2023)](https://charities.gov.sg/Pages/Charities-and-IPCs/Manage-Your-Charity/Code-of-Governance-for-Charities-IPCs.aspx)** | **Six principles for good governance, applied on a "comply or explain" basis; in effect for financial years from 1 January 2024; introduces ESG concepts** | **Board oversight of risk management, internal controls and stakeholder relationships; a BCMS is concrete evidence of this** |
| **Ministry of Health (MOH)** | **Sets public health requirements, including infectious disease control and outbreak management** | **Outbreak plans, infection control and access to medical care for residents must be built into continuity plans** |
| **Early Childhood Development Agency (ECDA)** | **Regulates preschools; not a direct regulator of JHA** | **Relevant only where intergenerational programmes with preschools run at the Home, and to Jamiyah's own childcare centres** |
| **[ISO 22301:2019 + Amd 1:2024](https://www.iso.org/standard/88412.html)** | **International requirements for a BCMS; Amendment 1 (February 2024) adds climate action changes** | **The standard JHA's BCMS is designed against, and could be certified to** |
| **ISO 22313:2020** | **Guidance on how to apply ISO 22301** | **Practical help when interpreting each clause; not certifiable on its own** |

##### The 2024 Climate Amendment

Amendment 1 adds two small but important changes. Clause 4.1 now requires the organisation to determine whether climate change is a relevant issue, and clause 4.2.1 notes that interested parties can have climate-change-related requirements ([BIS copy of the amendment](https://services.bis.gov.in/tmp/MSD41626202_04112024_1.pdf)).

For JHA, this is clearly relevant. Hotter days and more intense rainfall raise the risk of heat stress for frail residents, flash flooding, and strain on power supply for air-conditioning and fans. It also aligns with the ESG concepts introduced in the 2023 Code of Governance.

##### Example: How the Frameworks Connect

Suppose an influenza outbreak affects a third of JHA's residents and several staff. MOH guidance shapes the clinical and infection-control response.

Under the SRHA, the Home must continue to meet care standards and its licence conditions.

MSF needs to know because it holds the admitting authority and may need to pause admissions or arrange transfers. Under the Code of Governance, the Jamiyah board must be informed and satisfied that risks are being managed.

A BCMS built on ISO 22301 ties all of these into one coordinated response, rather than four separate ones.

#### 1.5 The Structure of ISO 22301 and the PDCA Cycle

ISO 22301 follows the Plan-Do-Check-Act (PDCA) cycle: JHA plans its BCMS, puts it into practice, checks how well it works, and acts on what it learns.

The requirements sit in clauses 4 to 10; clauses 1 to 3 cover scope, references and definitions.

| **Clause** | **PDCA stage** | **What it requires** | **What it looks like at JHA** |
| --- | --- | --- | --- |
| **4 Context of the organisation** | **Plan** | **Understand internal and external issues (now including climate change), interested parties, legal requirements and the BCMS scope** | **Listing residents, families, MSF, MOH, the Jamiyah board, suppliers and volunteers, and their expectations; deciding the BCMS covers all resident care at 1 Tampines Avenue 3** |
| **5 Leadership** | **Plan** | **Top management commitment, a business continuity policy and clear roles** | **The Jamiyah board and JHA management approve a BC policy and name a BCM coordinator** |
| **6 Planning** | **Plan** | **Address risks and opportunities;  set BC objectives and plan how to achieve them** | **Objective: resume medication rounds within one hour of any disruption** |
| **7 Support** | **Do** | **Resources, competence, awareness, communication and documented information** | **Training night-shift staff on the BCP; keeping resident medication lists available offline** |
| **8 Operation** | **Do** | **BIA and risk assessment, strategies and solutions, plans and procedures, exercise programme** | **Running the BIA, agreeing backup caterers, writing the BCP, running a power-failure exercise** |
| **9 Performance evaluation** | **Check** | **Monitoring, internal audit and management review** | **Reviewing exercise results; an internal audit of BCM records once a year** |
| **10 Improvement** | **Act** | **Fix nonconformities and continually improve** | **Updating the BCP after an exercise shows the generator does not power the medication fridge** |

ISO 22313:2020 follows the same clause numbering and explains, in more detail, how to meet each requirement. JHA can use it as a companion guide when writing procedures.

**Figure 1.1: The PDCA cycle keeps the JHA BCMS improving after every test**

| **Stage** | **ISO 22301 clauses** | **Focus** | **At JHA** |
| --- | --- | --- | --- |
| **Plan** | **4 to 6** | **Context, leadership, risks and objectives** | **Scope, BC policy, care-first objectives** |
| **Do** | **7 and 8** | **Support, BIA, strategies, plans, exercises** | **Train shifts, standby caterer, BCPs** |
| **Check** | **9** | **Monitoring, internal audit, management review** | **Review drills, audit BCM records yearly** |
| **Act** | **10** | **Correct gaps and continually improve** | **Update plans after every exercise, then return to Plan** |

Each exercise or real incident feeds the Check and Act stages, so JHA's plans improve every time they are used.

#### 1.6 Overview of Business Continuity Management for Jamiyah Home for the Aged

Table 1 brings the chapter together: each BCM element, where it sits in ISO 22301, how it applies at JHA, and which governance expectation it supports.

The targets in Table 1 are examples to show the idea. JHA will set its own after completing the BIA.

#### 1.7 Disruptions JHA Should Prepare For

The most damaging disruptions for JHA are those that stop care for residents who cannot look after themselves. BCM does not try to predict the exact event. It prepares for the effects that many events share: losing the building, losing people, losing suppliers, losing systems, or losing utilities.

| **Effect** | **Possible causes** | **Example scenario at JHA** | **What continuity would look like** |
| --- | --- | --- | --- |
| **Loss of staff** | **Pandemic, outbreak among staff, transport strike, mass resignation** | **Twelve care staff test positive for COVID-19 during the same week** | **Cross-trained staff, agency nurses on call, volunteers redeployed to non-clinical tasks, non-essential activities paused** |
| **Loss of utilities** | **Power failure, water disruption, gas outage** | **A grid outage cuts power on a hot afternoon; lifts and fans stop** | **Generator powers critical circuits; residents on upper floors cooled and hydrated; medication fridge checked** |
| **Loss of premises (whole or part)** | **Fire, flood, structural fault, chemical spill nearby** | **A kitchen fire closes the kitchen for four weeks** | **Standby halal caterer delivers meals; temporary serving area set up; MSF informed** |
| **Loss of suppliers** | **Caterer insolvency, pharmacy delivery failure, linen service breakdown** | **The regular medicine supplier misses a week's delivery** | **Agreed buffer stock; alternative pharmacy; escalation to residents' clinic** |
| **Loss of information and IT** | **Ransomware, system failure, data breach** | **A cyber-attack locks the resident records system** | **Printed medication administration records; offline contact lists; Jamiyah IT recovery** |
| **Health emergencies among residents** | **Influenza, gastroenteritis, scabies, heat stress** | **Gastroenteritis spreads through one wing** | **Isolation of the wing, extra cleaning, MOH guidance followed, visits restricted, families updated** |
| **Climate-related events** | **Heatwave, intense rainfall, haze** | **Prolonged haze raises air quality to unhealthy levels** | **Windows closed, air purifiers used, outdoor programmes cancelled, vulnerable residents monitored** |
| **Reputational or governance events** | **Allegations of abuse, financial irregularity, media coverage** | **A complaint about resident care goes viral on social media** | **Clear spokesperson, facts confirmed, board and MSF briefed, care continues normally** |

##### A worked Example: Overnight Power Failure

At 2 am, power fails across the Tampines area. Only the night shift is on duty. Without BCM, staff improvise: some look for torches, others call the Superintendent repeatedly, and no one checks whether the medication fridge is still cold.

With BCM in place, the night-shift lead follows a one-page plan. The lead confirms emergency lighting and the generator. The lead does a head count of residents by wing.

The lead logs the medication fridge temperature and moves contents to cool boxes if needed. The call tree reaches the on-call manager, who decides by 3 am whether more staff are needed. By breakfast, management has informed the board and, if care was affected, MSF. Afterwards, the incident is reviewed and the plan updated.

#### 1.8 Why BCM Matters to JHA and Its Stakeholders

The main benefit of BCM for JHA is simple: residents keep receiving safe care when things go wrong. Other benefits follow for each group that depends on or oversees the Home.

| **Stakeholder** | **Benefit of a working BCMS** |
| --- | --- |
| **Residents** | **Continued meals, medication, hygiene and supervision; less distress and confusion during incidents** |
| **Families and next-of-kin** | **Timely, honest updates; confidence that their relative is safe** |
| **Staff** | **Clear roles in a crisis; less improvisation and burnout; training that builds skills** |
| **Jamiyah Singapore board** | **Evidence of risk oversight under the Code of Governance; protection of the charity's reputation and assets** |
| **MSF** | **A managing agent that can keep a gazetted welfare home running and meet SRHA standards** |
| **MOH and healthcare partners** | **Faster, better-organised outbreak responses; fewer avoidable hospital transfers** |
| **Donors and volunteers** | **Assurance that their support goes to a well-run, resilient service** |
| **Tampines community** | **A stable neighbour and partner for preschools, mosques and grassroots groups** |

BCM also helps day-to-day operations. The BIA often reveals single points of failure that cause trouble even without a crisis, such as one staff member who alone knows how to order medicines, or one supplier for all halal meals. Fixing these also improves the Home's day-to-day operations.

#### 1.9 Who Is Responsible for BCM at JHA?

BCM succeeds only when leaders own it, and every shift knows its part.

ISO 22301 clause 5 holds top management accountable, but the organisation shares the work. The roles below are a suggested starting point; JHA will confirm actual names and titles when it sets up its BCMS.

| **Role** | **Suggested holder** | **Main BCM responsibilities** |
| --- | --- | --- |
| **Governing body** | **Jamiyah Singapore board or its designated committee** | **Approves the BC policy and resources; receives management review reports; oversees risk under the Code of Governance** |
| **Top management** | **Superintendent of JHA** | **Owns the BCMS; chairs the management review; leads the incident management team in a major disruption** |
| **BCM coordinator** | **A senior officer, such as an administration or operations manager** | **Runs the BIA and risk assessment, maintains plans, organises training and exercises, keeps records** |
| **Incident management team** | **Superintendent, nursing lead, care lead, administration lead, facilities lead** | **Assesses incidents, activates plans, makes decisions, communicates with MSF, MOH, families and the board** |
| **Shift leads** | **Senior caregiver or nurse on each shift** | **First response out of office hours; follows the shift checklist; escalates via the call tree** |
| **All staff** | **Caregivers, kitchen, laundry, cleaning, security and office staff** | **Know their role in each plan; take part in exercises; report hazards and near misses** |
| **External partners** | **Suppliers, Jamiyah Nursing Home, medical providers, volunteer groups** | **Deliver agreed backup services; take part in joint exercises where useful** |

For Jamiyah Home for the Aged, business continuity is one promise: residents with no other home will keep receiving safe, dignified care, whatever happens.

Since December 1996, the Home has cared for elderly, frail and destitute residents around the clock, and its mission, to provide a home for the homeless aged, depends on that care never stopping.

This chapter has shown that BCM is a management system, not a single document. ISO 22301:2019 + Amendment 1:2024 sets out what that system needs, from understanding the Home's context (including climate change) through to leadership, planning, operation, evaluation and improvement. ISO 22313:2020 explains how to meet each requirement in practice.

The chapter also placed BCM within Singapore's governance setting.

MSF oversees welfare homes and holds the authority to admit residents. The Social Residential Homes Act, in force since 1 July 2026, sets licensing and care standards.

The Commissioner of Charities and the 2023 Code of Governance expect the Jamiyah board to oversee risk. MOH guidance shapes outbreak and health responses. A well-designed BCMS lets JHA meet all of these through one coordinated approach.

Key points to take forward:

- JHA's prioritised activities (CBF) keep residents alive, safe, and well: medication, meals, hydration, hygiene, and supervision.
- Prepare for effects, not just causes: loss of staff, utilities, premises, suppliers or information.
- Leadership must own BCM, but every shift must know its part.
- Plans are only proven when they are exercised.

##### Looking Ahead

Chapter 2 of this eBook details the first step of ISO 22301: understanding JHA's context.

It maps the Home's internal and external issues, its interested parties and their requirements, the legal and regulatory obligations described here, and the BCMS scope.

That foundation will then support the business impact analysis and risk assessment covered in eBook 2, Implementing Business Continuity Management for Jamiyah Home for the Aged.
