Business Continuity Management (BCM) requires organisations to clearly define the minimum level of products and services that must be maintained during a disruption to achieve organisational objectives.
For Jenaris Home @ Pelangi Village (JH)—a residential welfare home providing holistic care to vulnerable residents—the consequences of service disruption are particularly severe, potentially affecting life safety, health outcomes, and regulatory compliance.
This chapter establishes the Corporate MBCO, followed by Business Unit MBCOs derived from JH’s Critical Business Functions (CBFs).
Together, these objectives guide crisis response priorities, resource allocation, and recovery strategies during disruptions.
During any disruption, Jenaris Home @ Pelangi Village shall maintain life-sustaining residential care, medical support, safety, and essential living conditions for all residents at no less than 70% of normal operating capacity within 24 hours, and 100% of critical care services within 4 hours, to ensure resident safety, dignity, and regulatory compliance.

Establishing Corporate and Business Unit Minimum Business Continuity Objectives (MBCOs) provides Jenaris Home @ Pelangi Village with a clear, measurable baseline for sustaining operations during disruptions.
By defining the minimum acceptable levels of care, safety, and support, JH ensures that life-sustaining services remain protected even under adverse conditions.
These MBCOs form a critical foundation for Business Impact Analysis (BIA), continuity strategy development, and incident response planning under ISO 22301.
More importantly, they reinforce JH’s commitment to safeguarding residents’ well-being, dignity, and trust—regardless of the crisis faced.
