A teaching timetable stored in an academic planning system, the current version of a subject teaching plan, a class list, attendance records, published learning resources, laboratory safety instructions, records of cancelled or replacement classes, and approved continuity arrangements can all become essential information assets when normal teaching arrangements are disrupted.

#### **Relationship with Records Management and Information Governance**

Records Management, information governance, and Business Continuity Management perform complementary roles.

**Records Management** establishes how records are created, classified, retained, protected, retrieved, disposed of, and preserved throughout their lifecycle.

**Information governance** establishes accountability for the appropriate use, security, quality, confidentiality, integrity, and accessibility of information.

**Business Continuity Management** determines which information must remain available, or be recovered within an acceptable period, for prioritised activities to continue following disruption.

Integrating these disciplines ensures that JCUS not only retains information but can also retrieve the **right information, in an authoritative and usable form, when normal systems, premises, people, or service providers are unavailable**.

The need for reliable teaching records is also connected with JCUS's education-sector governance environment.

JCUS states that legal requirements under Singapore's private-education framework cover areas including courses, teachers, and premises, while EduTrust addresses areas such as academic processes and student support.

Consequently, records supporting teaching delivery may also provide evidence that approved academic activities were appropriately planned, delivered, changed, recovered, and completed.

#### **Protection of Electronic and Physical Records**

Electronic records constitute the primary vital-record medium for many teaching activities.

These records require appropriate access control, backup, replication, version control, cybersecurity protection, recovery arrangements, and alternative access methods.

However, do not disregard physical records.

Signed documents, laboratory documentation, locally maintained operational records, printed emergency teaching packs, specialist instructions, or other original records may still be required.

A fire, flood, security incident, or prolonged denial of access could make such records unavailable even when they remain physically intact.

#### **Applying the Vital-Records Assessment**

Do not treat the table solely as documentation for the BIA.

Evaluate each identified vital record against the disruption scenarios that could make it unavailable.

For example, a timetable may exist electronically but still be unavailable if the primary application is inaccessible.

Teaching materials may be backed up but unusable if academic staff cannot authenticate remotely.

A laboratory procedure may exist only as a printed controlled copy inside an inaccessible laboratory.

Contact information may be stored in a system affected by the same outage that creates the need for emergency communications.

For each material record set, JCUS should therefore confirm:

- **Authoritative source** — which repository contains the official or current version?
- **Accessibility during disruption** — whether authorised personnel can retrieve it if the normal campus, network, application, or device is unavailable.
- **Recovery requirement** — how quickly the information must become available relative to the recovery requirement of the Sub-CBF it supports.
- **Protection and redundancy** — whether appropriate backup, replication, alternate storage, or protected physical copies exist.
- **Integrity and version control** — how JCUS ensures personnel use the current, approved record during recovery.
- **Security and privacy** — whether alternate access arrangements preserve appropriate confidentiality, access controls, and information-governance requirements.
- **Custodianship** — who is accountable for maintaining the record, controlling access, validating its currency, and ensuring that recovery arrangements remain effective.

These controls are particularly important for records that exist only within a primary production environment or at a single physical location.

The underlying BIA vital-record methodology highlights both unique/non-replaceable records and electronic records whose backup arrangements may be insufficient as areas requiring attention.

 

#### **Records Requiring Heightened Continuity Protection**

Within CBF-1, several record groups deserve heightened continuity attention because they enable multiple teaching activities simultaneously.

The **master teaching timetable and associated class allocations** provide the operational reference for when, where, and by whom teaching should occur.

JCUS publicly identifies StudentFirst as the place where students access timetable information.

A continuity-accessible version of current timetable information would therefore be important when normal timetable services are unavailable.

The **teaching and learning materials held within the learning environment** are similarly important.

JCUS identifies LearnJCU as providing students with access to teaching materials, lecturer communications, and assessment information, while its Learning Technologies function supports the LMS ecosystem.

These materials should consequently be incorporated into application recovery, backup, access-continuity, and cyber-recovery considerations.

**Student attendance and participation information** can also have continuity and governance significance.

JCUS states that students are expected to attend the learning and teaching sessions associated with their programmes.

Therefore, apply appropriate availability and integrity controls to attendance information required during disruption and subsequent reconciliation.

Finally, **recovery records created during the disruption itself** become vital records.

Decisions about cancelled classes, temporary delivery modes, substitute lecturers, revised schedules, student communications, make-up classes, and eventual return to normal operations provide the evidence required to control recovery and demonstrate what occurred.

Identifying vital records is a fundamental component of Business Continuity Planning because a business function cannot be recovered by restoring personnel, premises, technology, and suppliers alone.

Personnel must also have access to the information required to make decisions and perform the activity.

For **CBF-1 Teaching and Learning Delivery**, this means ensuring that teaching schedules, subject information, class lists, teaching resources, attendance information, laboratory instructions, academic staff allocations, disruption communications, recovery schedules, and completion records remain appropriately protected and recoverable.

BCM adds the continuity perspective by asking whether critical records will still be **available when the normal operating environment is not**.

ICT recovery provides the technical capabilities for electronic information, while information governance ensures emergency access does not undermine confidentiality, integrity, privacy, or security.

Clear custodianship is therefore essential.

Every vital record should have an identified business owner or custodian responsible for maintaining its accuracy, controlling its use, and ensuring that appropriate protection and recovery arrangements are in place.

Custodians should periodically verify that alternate copies, backups, repositories, and recovery procedures remain current and usable.

JCUS should incorporate the vital-records register into its ongoing BCM lifecycle and review it whenever there are material changes to subjects, teaching modes, academic systems, learning technologies, facilities, organisational responsibilities, regulatory requirements, or third-party services.

The ultimate objective is not simply to preserve records. It is to ensure that **authorised JCUS personnel can obtain accurate, current, protected, and usable information within the time required to continue or recover Teaching and Learning Delivery**.

When this capability is integrated across Business Continuity Management, Records Management, ICT recovery, and information governance, vital-records management becomes an important contributor to institutional resilience and to the long-term integrity of JCUS's academic information assets.
