CBF-1 Gambling Licensing and Approval

The Impact Over Time analysis is a critical requirement in Business Continuity Management under ISO 22301.

It evaluates how the disruption of a business function affects operations over time, enabling organisations to determine escalation points, recovery priorities, and the Maximum Tolerable Period of Disruption (MTPD).

For the Gambling Regulatory Authority (GRA), CBF-1 (Gambling Licensing and Approval) is a high-impact regulatory function where delays progressively increase regulatory, financial, and reputational risks.

The longer the disruption persists, the greater the risk of licensing backlog, enforcement delays, and exposure to unregulated gambling activity.

This chapter presents a structured time-based impact analysis for each Sub-CBF under CBF-1. It uses a 1–5 severity scale to illustrate how operational impact escalates over time, supporting informed BCM planning, prioritisation, and recovery decision-making.

The Impact Over Time analysis for CBF-1 (Gambling Licensing and Approval) demonstrates that the Gambling Regulatory Authority (GRA) experiences rapidly escalating operational, regulatory, and reputational impacts as disruption duration increases.

Critical functions such as emergency licensing decisions, compliance linkage reviews, and licensing approvals show immediate high-impact sensitivity, while supporting functions such as financial processing and administrative reporting exhibit slower impact escalation.

This analysis clearly identifies the Vulnerable Period and Maximum Tolerable Period of Disruption (MTPD) for each Sub-CBF, enabling GRA to prioritise recovery efforts effectively.

It also supports the design of targeted continuity strategies that ensure regulatory stability within the required Recovery Time Objectives (RTO).

Ultimately, this structured time-based impact assessment strengthens GRA’s ability to maintain regulatory continuity, minimise disruption impacts, and uphold the integrity of Singapore’s gambling regulatory framework under all operational conditions.
