This chapter has established the organisational foundation upon which Business Continuity Management (BCM) will be implemented throughout The Saudi Mortgage Guarantees Services Company (Damanat).The chapter began by introducing Business Continuity Management as a management discipline that enables Damanat to continue delivering its critical mortgage guarantee services during disruptive events.

The chapter then examined Damanat's operating environment, highlighting the importance of understanding the organisation's mandate, business model, stakeholders, technology landscape, information assets, regulatory obligations, and external operating conditions.
This organisational context provides the basis for determining the scope and priorities of the BCM programme.
Next, the chapter established the strategic direction for BCM by defining clear Business Continuity Goals, Business Continuity Objectives, and Planning Assumptions.
These elements provide the guiding principles for all subsequent planning activities and ensure that BCM initiatives remain aligned with Damanat's corporate strategy, operational priorities, and regulatory expectations.
Recognising that successful implementation depends upon effective governance, the chapter described the recommended BCM governance structure, including the responsibilities of Senior Management, the BCM Steering Committee, the BCM Programme Manager, Business Unit Coordinators, Critical Business Function Owners, and specialist support functions.
Clearly defined governance promotes accountability, coordination, and continual programme improvement.
The chapter also examined Damanat's internal and external operating environment, demonstrating how organisational capabilities, workforce, facilities, technology, suppliers, regulations, economic conditions, and emerging threats influence Business Continuity planning.
This environmental analysis provides the context for identifying disruption risks and selecting appropriate recovery strategies.
An overview of the BCM Planning Methodology was then presented, introducing the seven integrated phases that will be explored in detail throughout the remainder of this eBook series:
- Project Management
- Risk Analysis and Review (RAR)
- Business Impact Analysis (BIA)
- Business Continuity Strategy (BCS)
- Plan Development (PD)
- Testing and Exercising (T&E)
- Programme Management (PgM)
Together, these phases establish a structured and repeatable implementation framework that supports continual improvement and organisational resilience.
The chapter further introduced the concept of risk and threat assessment, providing an overview of the disruption scenarios that Damanat may encounter. Understanding these risks prepares the organisation for the detailed Risk Analysis and Review activities described in later chapters.
Building on this foundation, the chapter identified Damanat's Critical Business Functions (CBFs) and explained the criteria used to determine business criticality.
Identifying CBFs establishes recovery priorities and provides the basis for the Business Impact Analysis, ensuring that resources are directed towards activities whose disruption would have the greatest operational, regulatory, financial, or reputational consequences.
It demonstrated how Critical Business Functions rely upon interconnected people, technology, information, facilities, suppliers, and external organisations, highlighting the importance of enterprise-wide recovery planning rather than isolated departmental approaches.
The chapter concluded by identifying the Critical Success Factors necessary for a sustainable BCM programme.
Executive commitment, effective governance, competent personnel, comprehensive risk assessment, practical continuity strategies, regular exercising, and continual improvement collectively provide the organisational capability required to maintain resilience in an increasingly complex operating environment.
Throughout the chapter, practical tables, governance models, planning frameworks, and indicative examples have been provided to assist Damanat in translating Business Continuity principles into organisational practice.
These artefacts should be reviewed and validated by Senior Management and relevant business stakeholders before they are adopted as part of the organisation's formal BCM programme.
Although this chapter establishes the conceptual and organisational foundation for Business Continuity Management, it does not complete the implementation process.
Instead, it prepares the organisation for the detailed implementation activities presented in the remaining eBooks within this series.
