CBF-2 Pharmaceutical Procurement and Supply Management

An important objective of the Business Impact Analysis (BIA) is to understand not only the consequences of a business disruption, but also how those consequences escalate over time.

A short interruption to a pharmaceutical procurement activity may have minimal operational impact if alternative workarounds are available.

However, as the disruption continues, inventories decline, supplier commitments are missed, regulatory obligations accumulate, and the ability to maintain the continuous supply of medicines to healthcare institutions becomes increasingly compromised.

Analysing impact over time enables ALPS Healthcare to determine which Sub-Critical Business Functions require the earliest recovery and which activities can tolerate a longer interruption.

This progressive assessment reflects the cumulative effects of operational delays, contractual obligations, regulatory compliance requirements, supplier dependencies, patient safety considerations, and healthcare service continuity. The resulting prioritisation supports evidence-based decision-making during disruptive events.

The analysis also provides the basis for establishing the Recovery Time Objective (RTO), representing the target time by which a business function should be restored before unacceptable consequences occur, and the Maximum Tolerable Period of Disruption (MTPD), beyond which the organisation's ability to deliver Pharmaceutical Procurement and Supply Management is seriously threatened.

In addition, identifying Vulnerable Periods highlights operational windows—such as infectious disease outbreaks, medicine shortage events, contract renewals, or large-scale procurement exercises—during which disruptions would have a disproportionately severe impact. The Impact Over Time assessment enables ALPS Healthcare to understand how disruptions to individual Sub-Critical Business Functions progressively affect the delivery of Pharmaceutical Procurement and Supply Management.

Rather than viewing all interruptions as equally critical, this analysis demonstrates that some functions—such as Pharmaceutical Recall Coordination, Cold Chain and Controlled Storage Coordination, Purchase Order Processing, and Regulatory and Product Compliance Verification—rapidly reach unacceptable impact levels because of their direct influence on patient safety, medicine availability, and regulatory compliance.

Other activities, including supplier evaluation, reporting, and contract management, generally tolerate slightly longer interruptions before significant consequences arise.

These findings establish clear recovery priorities and provide the analytical basis for defining Recovery Time Objectives (RTOs) and Maximum Tolerable Periods of Disruption (MTPDs).

Business functions with short RTOs require resilient technology, predefined manual procedures, trained personnel, and alternate suppliers to minimise downtime.

Functions with longer recovery windows may be restored in later recovery phases while resources remain focused on sustaining critical pharmaceutical supply operations.

The identification of Vulnerable Periods further strengthens Business Continuity Planning by highlighting operational windows when disruption would have the greatest impact, such as disease outbreaks, national vaccination programmes, medicine shortages, supplier contract renewals, emergency imports, and regulatory product recalls.

By integrating impact-over-time analysis with continuity strategies, resource prioritisation, recovery procedures, and contingency planning, ALPS Healthcare enhances its operational resilience and its ability to maintain a safe, compliant, and uninterrupted pharmaceutical supply chain during disruptive events.
