Domestic Funds Transfer and Payment Services represent an important customer-facing Critical Business Service (CBS) for MBSB.

The service enables retail, SME, and corporate customers to transfer funds, make domestic payments, and fulfil financial obligations through supported banking channels and payment arrangements.

These services remain essential because disruption may prevent customers from transferring money, settling financial commitments, paying suppliers, meeting payroll obligations, or accessing time-sensitive payment facilities.

Such disruption can create financial hardship, operational difficulties, customer dissatisfaction, and potentially wider consequences for the financial system.

For Operational Resilience purposes, CBS-2: Domestic Funds Transfer and Payment Services should not be treated as a single banking application, payment platform, or organisational function.

It is an end-to-end service supported by multiple business processes, operational teams, technology systems, information assets, telecommunications networks, and external payment infrastructure.

### CBS-2 Domestic Funds Transfer and Payment Services

#### Introduction

[![\[OR\] \[MBSB\] \[E3\] \[CBS\] \[2\] \[DP\] Domestic Funds Transfer and Payment Services](https://no-cache.hubspot.com/cta/default/3893111/6061bf66-5bbb-4d60-bf93-b90415e0c94c.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/6061bf66-5bbb-4d60-bf93-b90415e0c94c)

MBSB should therefore decompose CBS-2 into distinct supporting processes, referred to in this case study as Sub-Critical Business Services (Sub-CBS).

This decomposition establishes a practical basis for understanding how domestic payments are initiated, validated, processed, transmitted, settled, monitored, and completed. It also identifies the processes required to manage exceptions, respond to disruptions, maintain essential payment capability, and restore normal operations.

The proposed catalogue reflects a representative Malaysian banking environment, including domestic account transfers, DuitNow-related payment arrangements, and applicable interbank payment infrastructure.

MBSB must validate actual channel capabilities, transaction flows, clearing arrangements, and responsibilities against its approved operating model.

#### **Purpose of Identifying Sub-CBS**

Identifying Sub-CBS processes translates the high-level Critical Business Service into operationally meaningful components that can be assessed, mapped, tested, and improved.

For MBSB, this matters because a domestic payment transaction may pass through several internal and external dependencies before the beneficiary receives the funds.

For example, a payment initiated through a digital banking channel may require customer authentication, transaction validation, account and funds verification, payment processing, routing through the appropriate payment infrastructure, transaction confirmation, and financial reconciliation.

A failure in any essential process may prevent the customer from completing the payment, even when other supporting systems remain operational.

Sub-CBS identification enables MBSB to establish:

- **Process visibility:** Which operational processes collectively deliver CBS-2?
- Dependency visibility: Which people, technology, information, facilities, and third parties support each process?
- **Impact assessment:** How does the failure of an individual process affect the end-to-end payment service?
- **Impact Tolerance analysis:**Could disruption to a process cause CBS-2 to exceed its approved service-level tolerance?
- **Scenario development:** Which combinations of process failures should be examined under severe but plausible scenarios?
- **Recovery prioritisation:** Which processes must be maintained or restored first to protect essential payment outcomes?
- **Resilience improvement:** Which vulnerabilities require additional controls, alternative arrangements, or investment?

Importantly, the Sub-CBS catalogue is not intended to replace detailed operating procedures.

It establishes a process-level structure between the high-level CBS and the resources, controls, and procedures that support it.

#### **Relationship Between CBS-2 and Its Sub-CBS Processes**

**![](https://blog.bcm-institute.org/hs-fs/hubfs/image-png-Oct-13-2026-07-30-01-1324-AM.png?width=2151&height=1646&name=image-png-Oct-13-2026-07-30-01-1324-AM.png)**

The seven stages provide a logical classification of the detailed processes. They do not imply that every transaction follows an identical sequence or that all payment channels use the same infrastructure.

For example, an internal transfer between MBSB accounts may not require external interbank clearing, whereas an interbank payment requires additional routing and coordination with external infrastructure.

#### **Application to MBSB's Operational Resilience Programme**

The proposed 24 Sub-CBS processes establish the operational scope for assessing the resilience of Domestic Funds Transfer and Payment Services.

BNM's December 2025 Discussion Paper identifies several key elements of Operational Resilience, including continuity of critical services, mapping internal and external dependencies, third-party risk management, disruption tolerances, and severe but plausible scenario testing.

The paper also recognises that existing BCM recovery measures, such as Recovery Time Objectives (RTOs), may not adequately capture customer and stakeholder harm.

MBSB should apply the Sub-CBS catalogue to these elements as follows.

| **Operational Resilience Activity** | **Application to CBS-2** |
| --- | --- |
| Process mapping | Establish the relationships and sequence between the 24 Sub-CBS processes, including alternative payment paths. |
| Resource mapping | Identify the personnel, applications, information, facilities, and providers required for each Sub-CBS. |
| Dependency analysis | Identify shared infrastructure, critical interfaces, external payment networks, and potential single points of failure. |
| Impact assessment | Determine how disruption to each Sub-CBS affects the overall payment service and its customers. |
| Impact Tolerance analysis | Determine whether process-level failures could cause CBS-2 to exceed its approved service-level tolerance. |
| Scenario testing | Test severe but plausible failures involving payment processing, telecommunications, authentication, external infrastructure, and data integrity. |
| Recovery planning | Establish process recovery priorities and the minimum capabilities required to sustain essential payment services. |
| Resilience improvement | Record vulnerabilities, assign accountable owners, implement corrective measures, and validate their effectiveness. |

##### **Process Criticality and Recovery Priorities**

Not all Sub-CBS processes will have identical recovery priorities.

For example, a failure of CBS-2.4, Customer Authentication and Payment Authorisation, could prevent customers from authorising new payments. A failure of CBS-2.14, Interbank Clearing and Settlement Coordination, could prevent or delay completion of interbank payment obligations.

Meanwhile, a disruption affecting CBS-2.16, Payment Status Confirmation and Customer Notification, might not prevent every transaction from being processed, but could create uncertainty, repeated payment attempts and increased customer enquiries.

MBSB should assess each process based on its contribution to the overall service and determine whether to restore it immediately, operate it in a degraded mode, or temporarily defer it.

These decisions must be consistent with CBS-2's approved Impact Tolerance and the bank's risk appetite.

##### **Interconnections with Other Critical Business Services**

CBS-2 should not be assessed independently from the rest of MBSB's proposed CBS catalogue.

Important relationships may include:

| Related CBS | Relationship with CBS-2 |
| --- | --- |
| CBS-1 Customer Deposit and Account Access Services | Provides access to originating accounts, balances, and relevant account information. |
| CBS-3 Digital Banking Services | Provides customer-facing digital channels through which domestic payment instructions may be initiated. |
| CBS-6 Corporate Payment and Bulk Transaction Services | May share payment processing, authorisation, routing, and settlement capabilities. |
| CBS-7 High-Value and Interbank Payment Services | May share relevant external financial infrastructure, operational controls, and settlement-related resources. |
| CBS-8 Customer Transaction Authentication and Authorisation Services | Supports verifying and authorising domestic payment instructions. |
| CBS-9 Customer Support and Assistance During Banking Disruptions | Supports customers experiencing delayed, failed, or unavailable payment services. |

These relationships show why MBSB should maintain a consolidated view of dependencies across its Critical Business Services.

For example, a shared authentication failure may affect CBS-2, CBS-3, CBS-6, and CBS-8 simultaneously.

#### **Example Severe but Plausible Scenarios**

The Sub-CBS catalogue provides a structured basis for designing disruption scenarios that challenge the end-to-end payment service.

| Scenario | Principal Sub-CBS Affected | Potential Consequences |
| --- | --- | --- |
| Core banking platform outage | CBS-2.8, 2.10, 2.12, 2.17 | Payments cannot be posted or reconciled reliably. |
| Customer authentication failure | CBS-2.4, 2.5 | Customers cannot authorise eligible payment instructions. |
| External payment network outage | CBS-2.11, 2.13, 2.14 | Interbank payment processing and completion are delayed or unavailable. |
| Payment fraud-control disruption | CBS-2.6, 2.9 | Payments may be delayed or require approved restrictive controls to prevent unsafe processing. |
| Data integrity compromise | CBS-2.10, 2.15, 2.17, 2.18 | Transaction states and account postings cannot be trusted without validation. |
| Telecommunications and payment platform failure | CBS-2.1, 2.11, 2.13, 2.19 | Customers cannot initiate payments, or instructions cannot reach the required processing infrastructure. |
| Concurrent cyberattack and payment-processing outage | CBS-2.6, 2.9, 2.10, 2.22–2.24 | Multiple controls and payment processes become unavailable, potentially exceeding the CBS Impact Tolerance. |

BNM specifically highlights the need to examine concurrent, multi-layered failures rather than relying solely on isolated technology or operational recovery tests.

For MBSB, each scenario should establish whether essential domestic payment outcomes can be maintained within approved tolerance limits, rather than merely demonstrating that individual applications can be restarted.

#### **Validation and Approval of the Sub-CBS Catalogue**

Before adopting the catalogue, MBSB should conduct a structured validation exercise involving the CBS Owner and relevant operational specialists.

The validation should confirm that:

1. All significant domestic payment types and supported delivery channels are represented.
2. Each Sub-CBS corresponds to a meaningful business process with an identifiable owner.
3. The catalogue covers both outgoing and incoming payment obligations, where applicable.
4. The relationships between internal transfers, interbank payments, clearing, and settlement are accurately represented.
5. Supporting resources and external payment infrastructure can be mapped to the appropriate processes.
6. Shared dependencies with other CBSs are identified without unnecessarily duplicating process ownership.
7. The catalogue includes continuity, exception handling, reconciliation, and restoration arrangements.
8. Process boundaries are sufficiently detailed for resilience analysis without becoming individual operating instructions.

MBSB's designated CBS governance arrangements should approve the validated catalogue and maintain it under version control.

### [![Banner \[Summing\] \[OR\] \[E3\] Detailed Processes](https://no-cache.hubspot.com/cta/default/3893111/bce25519-5bf0-4302-aa7e-f4d565499b6d.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/bce25519-5bf0-4302-aa7e-f4d565499b6d)

Identifying Sub-Critical Business Services is essential to translate CBS-2: Domestic Funds Transfer and Payment Services from a high-level service definition into an operational structure that can be assessed and managed.

The proposed 24 Sub-CBS processes provide a comprehensive view of the payment lifecycle, beginning with customer payment initiation and progressing through validation, authorisation, funds verification, payment execution, settlement coordination, confirmation, reconciliation, exception management, disruption response, and controlled restoration.

For MBSB, this catalogue establishes three important foundations.

First, it provides process visibility, enabling the bank to understand the operational processes that collectively support domestic payment delivery.

Second, it provides the basis for dependency mapping and Impact Tolerance analysis, enabling MBSB to identify the people, technology, information, facilities, and third parties supporting each process and assess how process failures may affect the overall service.

Third, it supports severe but plausible scenario testing and resilience improvement, enabling MBSB to examine how disruptions propagate, determine whether essential payment outcomes remain within tolerance, and identify where additional resilience capabilities are required.

The central principle is:

The resilience of Domestic Funds Transfer and Payment Services depends not merely on recovering individual payment systems, but on the continued operation of the interconnected processes required to complete customer payments safely, accurately, and within acceptable disruption limits.

The next implementation activity should therefore use the validated Sub-CBS catalogue to develop detailed end-to-end dependency maps and identify the minimum resources and capabilities required to sustain CBS-2 during severe operational disruption.
