CBS-2 Currency Management

Introduction

The ability of Brunei Darussalam Central Bank (BDCB) to deliver its CBS-2 Currency Management service depends upon a complex network of interconnected business processes, people, technology, information, facilities, suppliers, financial institutions, and government stakeholders.

While each Sub-Critical Business Service (Sub-CBS) performs a distinct operational function, none operates independently. Instead, every process exchanges information, decisions, physical currency, or operational instructions with other processes throughout the currency lifecycle.

Mapping these interconnections and interdependencies is a fundamental activity within an Operational Resilience programme.

It enables BDCB to understand how disruptions originating in one component may propagate across the Currency Management service and affect the availability, integrity, or timely delivery of physical currency to the financial system.

Such mapping also assists in identifying critical operational hand-offs, shared services, concentration risks, and single points of dependency that may otherwise remain hidden when processes are considered individually.

Collectively, these interconnections ensure that currency can be forecast, produced, safeguarded, distributed, authenticated, recirculated, withdrawn, accounted for, and continuously monitored throughout its lifecycle.

The analysis also highlights several critical interdependencies that extend beyond the Currency Management function. Dependencies on commercial banks, secure logistics providers, currency manufacturers, law enforcement agencies, operational monitoring capabilities, and other Critical Business Services create potential concentration risks and operational vulnerabilities. Shared capabilities such as secure vault operations, inventory management, physical security, operational monitoring, and incident management represent critical points where disruption could have cascading effects across the entire Currency Management service.

This mapping provides the evidence base for establishing impact tolerances by identifying the processes and dependencies whose prolonged disruption would materially affect the delivery of Currency Management. It also supports the design of severe but plausible scenarios, including disruption to currency production, failure of secure transportation, vault inaccessibility, widespread counterfeit incidents, cyber disruption of inventory management systems, or prolonged outages affecting operational monitoring and incident response. These scenarios can be used to validate recovery strategies, recovery time objectives, and the effectiveness of existing resilience controls.

Finally, the mapping should be regarded as a living operational resilience artefact. It should be reviewed and updated whenever there are changes to business processes, organisational structures, technology platforms, facilities, third-party arrangements, regulatory obligations, or the external operating environment. Maintaining an accurate and current map of interconnections and interdependencies enables BDCB to continually strengthen the resilience of its Currency Management service and demonstrate to supervisors that it understands, manages, and continually improves the critical capabilities that underpin the nation's currency operations.
