CBS-2 Currency Management
Introduction
Currency management is one of the most fundamental Critical Business Services (CBS) performed by Brunei Darussalam Central Bank (BDCB).
As the nation's monetary authority, BDCB is responsible for ensuring that banknotes and coins remain available, secure, authentic, and fit for circulation across Brunei Darussalam.
Any prolonged disruption to this service could undermine public confidence in the national currency, impede commercial activities, affect financial stability, and impair the country's overall economic resilience.
For Operational Resilience implementation, it is insufficient to view Currency Management as a single business service. Instead, the service should be decomposed into a series of operationally meaningful Sub-Critical Business Services (Sub-CBS) that collectively deliver the end-to-end service.
Each Sub-CBS represents a distinct business process that can be analysed independently for dependencies, vulnerabilities, recovery priorities, and operational risks, while remaining interconnected within the overall service lifecycle.
This decomposition provides the foundation for subsequent Operational Resilience activities, including process and resource mapping, identification of internal and external interdependencies, assessment of disruption impacts, establishment of impact tolerances, scenario testing, and continuous resilience improvement.
By understanding how each process contributes to the overall Currency Management service, BDCB can more effectively identify single points of failure and strengthen its ability to maintain essential currency services during severe but plausible disruption scenarios.
Table P1: Detailed Processes for CBS-1
|
Sub-CBS Code |
Name of Sub-CBS |
Description of Sub-CBS |
|
CBS-2.1 |
Currency Demand Forecasting |
Forecasts future currency requirements based on economic activity, seasonal demand, historical circulation patterns, and financial sector requirements to ensure sufficient availability of notes and coins. |
|
CBS-2.2 |
Currency Production Planning |
Plans annual and periodic production requirements, determines denomination mix, establishes replenishment schedules, and coordinates production programmes with authorised currency printers and minting facilities. |
|
CBS-2.3 |
Currency Procurement and Manufacturing Oversight |
Oversees the secure procurement, production, quality assurance, and acceptance of newly printed banknotes and minted coins, ensuring compliance with national currency specifications and security requirements. |
|
CBS-2.4 |
Currency Inventory and Vault Management |
Manages secure storage of new and circulating currency within central bank vaults, maintaining inventory controls, reconciliation processes, physical security, and reserve stock levels. |
|
CBS-2.5 |
Currency Distribution and Replenishment |
Distributes currency to commercial banks and authorised financial institutions while coordinating replenishment schedules to maintain adequate currency availability throughout the financial system. |
|
CBS-2.6 |
Currency Receipt and Return Processing |
Receives surplus, damaged, and unfit currency returned by financial institutions, validates returned quantities, and updates inventory records for further processing. |
|
CBS-2.7 |
Currency Authentication and Quality Verification |
Examines returned currency to verify authenticity, detect counterfeit notes and coins, assess physical condition, and determine continued suitability for circulation. |
|
CBS-2.8 |
Currency Fitness Sorting and Recirculation Management |
Sorts currency into fit and unfit categories, returning suitable currency to circulation while identifying notes and coins requiring withdrawal and destruction. |
|
CBS-2.9 |
Counterfeit Currency Investigation and Reporting |
Investigates suspected counterfeit currency, coordinates forensic examination, supports law enforcement investigations, and maintains intelligence relating to counterfeit trends and emerging threats. |
|
CBS-2.10 |
Currency Destruction and Disposal Management |
Conducts secure destruction of withdrawn and unfit currency using controlled procedures, segregation of duties, witnessed destruction, reconciliation, and audit verification. |
|
CBS-2.11 |
Currency Accounting and Reconciliation |
Maintains accurate accounting records for currency issued, returned, destroyed, and held in reserve while reconciling physical inventory with financial and operational records. |
|
CBS-2.12 |
Currency Security and Custody Management |
Protects currency assets through comprehensive physical security, access control, surveillance, dual-control procedures, transportation security, and custody management across the currency lifecycle. |
|
CBS-2.13 |
Currency Information and Operational Monitoring |
Monitors operational performance, currency inventory levels, circulation trends, processing volumes, service availability, and operational risks to support informed management decision-making. |
|
CBS-2.14 |
Currency Incident Management and Service Recovery |
Coordinates operational responses to disruptions affecting currency operations, including vault incidents, transportation failures, counterfeit outbreaks, equipment failures, supply interruptions, or other events threatening currency availability. |
|
CBS-2.15 |
Regulatory Reporting and Continuous Service Improvement |
Produces management and regulatory reports, evaluates operational performance, incorporates lessons learned from incidents and exercises, and implements improvements to strengthen the resilience of Currency Management services. |
End-to-End Currency Management Process Flow
The Sub-CBS collectively represent the complete lifecycle of Currency Management within BDCB:
- Currency Demand Forecasting
- Currency Production Planning
- Currency Procurement and Manufacturing Oversight
- Currency Inventory and Vault Management
- Currency Distribution and Replenishment
- Currency Receipt and Return Processing
- Currency Authentication and Quality Verification
- Currency Fitness Sorting and Recirculation Management
- Counterfeit Currency Investigation and Reporting
- Currency Destruction and Disposal Management
- Currency Accounting and Reconciliation
- Currency Security and Custody Management
- Currency Information and Operational Monitoring
- Currency Incident Management and Service Recovery
- Regulatory Reporting and Continuous Service Improvement
This sequence provides a complete operational view from strategic planning and currency issuance through circulation management, authentication, withdrawal, destruction, operational monitoring, incident response, and continual improvement.
The decomposition of CBS-2 Currency Management into fifteen operationally significant Sub-Critical Business Services provides BDCB with a structured understanding of the processes required to deliver one of its most essential national financial services.
Each Sub-CBS represents a meaningful operational capability rather than an isolated task, enabling resilience practitioners to analyse the service systematically while preserving the integrity of the end-to-end Currency Management lifecycle.
This Sub-CBS catalogue forms the cornerstone for the next stages of BDCB's Operational Resilience programme.
Each identified process can now be mapped to the people, technology platforms, information assets, facilities, suppliers, logistics providers, and external stakeholders that support it.
These dependency maps will assist in identifying concentration risks, critical interconnections, and potential single points of failure that may affect the continuity of currency operations.
Furthermore, the Sub-CBS structure provides the basis for establishing impact tolerances, designing severe but plausible disruption scenarios, and conducting scenario testing across the Currency Management service.
By understanding the operational dependencies and resilience requirements of each Sub-CBS, BDCB can strengthen its ability to maintain the continuous availability, integrity, security, and public confidence of Brunei Darussalam's currency system under a wide range of operational disruption scenarios.
