Introduction to AmBank Malaysia's Operational Resilience Planning Methodology

Operational resilience is a critical component of financial institutions' ability to withstand, respond to, and recover from disruptions.

In an increasingly complex financial landscape, banks must proactively prepare for unforeseen challenges to ensure service continuity and maintain customer trust.

Recognising this need, AmBank Malaysia has developed a structured Operational Resilience Planning Methodology that enables the organisation to navigate disruptions effectively while upholding regulatory compliance and business integrity.

This methodology comprises three distinct phases: Plan, Implement, and Sustain.

Each phase comprises five key stages that collectively strengthen the organisation's resilience framework. By adopting a phased approach, AmBank Malaysia ensures a comprehensive resilience strategy that is proactive, adaptable, and sustainable in the long term.

Purpose of the Chapter

This chapter summarises AmBank Malaysia’s approach to operational resilience and highlights the essential components of its structured methodology.

The purpose is to provide readers with a clear understanding of how AmBank systematically prepares for, responds to, and sustains resilience amid operational disruptions.

By the end of this chapter, readers will grasp the importance of each phase—Plan, Implement, and Sustain—in strengthening an organisation’s ability to manage risks effectively.

The insights gained will equip professionals in the financial sector with best practices that can be adapted to enhance their institution’s resilience framework.

Phase 1: Plan – Laying the Foundation for Resilience

The "Plan" phase lays the foundation for operational resilience by assessing the organisation's current capabilities, identifying gaps, and defining a strategic approach to resilience.

This phase ensures that AmBank Malaysia is well prepared to manage operational disruptions.

The five stages of the Plan phase:
  1. Assess Capability and Maturity – Evaluate the bank’s existing resilience measures and identify areas for improvement.
  2. Analyse Gap – Conduct a thorough assessment to determine vulnerabilities and gaps in the current resilience framework.
  3. Develop Strategy and Roadmap – Create a structured plan outlining steps to enhance resilience capabilities.
  4. Confirm Risk Appetite – Define the organisation’s risk tolerance and establish parameters for operational resilience.
  5. Develop and Embed Governance – Implement governance structures to oversee and enforce resilience strategies.

Phase 2: Implement – Bringing the Strategy to Life

The "Implement" phase focuses on implementing the planned strategies and ensuring that resilience measures are integrated into daily operations. This phase aims to enhance the bank’s ability to respond effectively to disruptions.

The five stages of the Implement phase:
  1. Identify Critical Business Services – Determine essential operations that must be prioritised in resilience planning.
  2. Map Processes and Resources – Outline the dependencies and resources required to maintain critical business services.
  3. Set Impact Tolerance – Establish thresholds for acceptable levels of disruption to business operations.
  4. Conduct Scenario Testing – Simulate potential disruptions to assess response effectiveness and identify areas for improvement.
  5. Improve Lesson Learnt – Analyse past incidents and refine resilience strategies based on insights gained.

Phase 3: Sustain – Ensuring Long-term Resilience

The "Sustain" phase ensures long-term resilience by fostering a culture of preparedness and continuous improvement within AmBank Malaysia. This phase integrates resilience into the organisation’s core values and operations.

The five stages of the Sustain phase:
  1. Introduce Cultural Change – Promote a resilience-driven mindset across the organisation.
  2. Develop Communication Strategy – Establish clear communication channels for crisis response and stakeholder engagement.
  3. Implement Training and Awareness – Conduct regular training sessions to enhance employees' understanding of resilience strategies.
  4. Provide Self-assessment – Enable teams to periodically evaluate their preparedness and identify areas for growth.
  5. Conduct Independent Quality Review – Perform external reviews to ensure compliance with resilience best practices and regulatory requirements.
