This is a list of project activities that is part of the project plan when developing a test or exercise

Develop a statement of purpose        
Present to Executive Management for approval        
Determine type of exercise        
Determine date and length of exercise        
Determine participants for the exercise        
Determine and schedule location for exercise        
Determine and define any risks/limitations associated with the type of exercise location, date, etc        
Determine costs for performing exercise; include salaries, rent, food, materials, etc.        
Determine scope        
Determine objectives        
Determine assumptions        
Provide report of above items to Executive Management for approval to proceed
