A hospital cannot pause when something goes wrong.

Business continuity management (BCM) therefore begins with a plain question: what is the least that EGH must keep delivering during a disruption?

This chapter answers that question in two layers. It sets a corporate minimum business continuity objective (MBCO) for the whole hospital and a business unit (BU) MBCO for each of 25 critical business functions (CBFs), with an indicative recovery time objective (RTO) and maximum tolerable period of disruption (MTPD) for each.

#### **Corporate and BU MBCO for Eastern General Hospital**

## Introduction

[![\[BCM\] \[EGH\] \[E3\] \[BIA\] MBCO Corporate MBCO](https://no-cache.hubspot.com/cta/default/3893111/ea740ff8-0ea0-42c1-9f11-c24b8cd087a3.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/ea740ff8-0ea0-42c1-9f11-c24b8cd087a3)Eastern General Hospital (EGH) is a planned acute hospital in Bedok North, Singapore, described on its [website](https://www.egh.com.sg/) as part of the SingHealth group with about 1,000 beds and a campus due around 2029–2030.

It supports the business impact analysis (BIA) activity in clause 8.2.2 of ISO 22301 and feeds the strategy work in later chapters.

Because the hospital has not yet opened, every figure is illustrative and requires validation by the function owners.

## Scope and Assumptions

The hospital website lists a comprehensive range of services but does not name its specialities.

The functions in this chapter therefore follow the services described by the Ministry of Health (MOH) when the campus was announced: emergency services, inpatient care and specialist outpatient services, with the Eastern Community Hospital on the same site.

Functions such as maternal and newborn care are assumptions and should be confirmed against the approved clinical service plan.

- **Source of functions:** a proposed list of 25 CBFs derived from the services above and from standard hospital support functions; the hospital should confirm it before the later chapters are relied on.
- **Source of figures:** indicative values chosen for planning; the hospital has not confirmed any.
- **Time of use:** the figures apply to the hospital's planned operating model, including virtual healthcare services planned from 2026.

## Corporate MBCO

[![BCMPedia Minimum Business Continuity Objective (MBCO)](https://no-cache.hubspot.com/cta/default/3893111/e75dfea4-71f7-4cc9-b32d-0a949c2996ef.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/e75dfea4-71f7-4cc9-b32d-0a949c2996ef)The corporate MBCO states the minimum level of service that EGH will keep for the hospital as a whole.

ISO 22301 does not prescribe a format, so the wording below is an illustrative draft for the board and senior management to adopt or amend.

*Corporate MBCO:*

##### During any disruption, EGH will keep emergency care, critical care and the safety of every inpatient at all times.

##### It will keep urgent surgery, essential diagnostics and critical medicines within the targets in Table BIA MBCO.

##### It will pause or move elective and routine activity and promptly inform patients, families, and the Ministry of Health. Recovery of the remaining services will follow the sequence set out in the business continuity plans.

## Four Terms That Must Not Be Mixed

- **[![BCMPedia Maximum Tolerable Period of Disruption](https://no-cache.hubspot.com/cta/default/3893111/2b97b2fa-facb-4b3a-87dc-e75db03a8466.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/2b97b2fa-facb-4b3a-87dc-e75db03a8466)Corporate MBCO:** the minimum service level for the hospital as a whole.
- **Business unit MBCO:** the minimum service level for one critical business function.
- **Recovery time objective:** the target time to resume a function after a disruption starts.
- **Maximum tolerable period of disruption:** the longest time before the impact becomes unacceptable; the RTO must always be shorter.

For example, the draft RTO for the Emergency Department is 30 minutes, while its MTPD is two hours.

If the department is not back within 30 minutes, the hospital is already outside its target, and by two hours the harm to patients is judged unacceptable.

## How the Hospital Sets BU MBCOs

1. **List the functions:** confirm the CBFs with each clinical and support head.
2. **Define the minimum:** agree what the least acceptable service looks like, for example, one operating theatre rather than all.
3. **Test the time:** ask when patient harm, legal breach or loss of capacity becomes unacceptable; that is the MTPD.
4. **Set the RTO:** choose a target safely inside the MTPD, then check that people, systems and suppliers can meet it.
5. **Approve and review:** senior management signs off; review the figures after exercises and incidents.

## Business Unit MBCOs

Five of the 25 functions have an RTO of 30 minutes or less (namely Emergency Department Services; Critical Care (Intensive Care and High Dependency); Facilities Engineering, Power and Medical Gases; Hospital Command Centre and Communications; and Security, Access Control and Safety).

These functions are where harm is immediate, so they need standby capacity rather than recovery after the event.

Four additional functions have an RTO of one hour. Functions such as finance and payroll can tolerate days, but still need a plan.

## Regulatory Context

EGH will operate as a licensed acute hospital under the Healthcare Services Act 2020 (HCSA), supervised by MOH.

The Healthcare Services (General) Regulations 2021 and the Healthcare Services (Acute Hospital Service) Regulations 2023 set requirements related to patient safety and continuity of care.

The hospital must confirm the exact provisions and their current wording with MOH \[verify\], and treat the MBCOs as a way to show that continuity of care is planned and tested.

## [![Banner \[BCM\] \[E3\] \[BIA\] \[Summing Up\] \[P0\] Corporate MBCO \[MBCO\]](https://no-cache.hubspot.com/cta/default/3893111/654ba2b5-756b-4dda-8b69-3428c1521e4b.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/654ba2b5-756b-4dda-8b69-3428c1521e4b)

The corporate MBCO and the 25 BU MBCOs give EGH a measurable definition of the minimum acceptable service.

They set the targets that every later chapter tests: which products and services depend on each function, which threats could breach the targets, and which strategies close the gaps.

The next chapter links these functions to the products and services the hospital delivers.
