JHA cares for residents around the clock who are largely elderly, frail, and destitute. When power fails, an outbreak spreads or staff are suddenly short, the effect falls directly on people with few other places to turn. Under the Social Residential Homes Act 2025 and its Code of Practice, the Ministry of Social and Family Development (MSF) now expects licensed homes to keep business continuity plans current, review them every year and follow its BCM advisories. This eBook shows how JHA can meet that expectation step by step, using illustrative examples drawn from the realities of a welfare home: ten risks, twelve critical business functions in three tiers, six strategy groups and plans designed to work on the night shift.

## The Seven Phases
- **Project Management:** setting scope, objectives, sponsor, steering committee and a responsibility matrix that fits around the care roster.
- **Risk Analysis and Review:** identifying, scoring, treating and reviewing risks, from fire and outbreaks to staff shortages and medication failures.
- **Business Impact Analysis:** measuring how quickly harm grows when each function stops, and setting recovery time objectives and tolerable disruption periods.
- **Business Continuity Strategy:** choosing prevention, mitigation and recovery measures grouped by people, premises, supplies, information, communication and community partners.
- **Plan Development:** designing a plan template and recovery organisation, running a plan-writing workshop and validating every plan.
- **Testing and Exercising:** moving from component, call notification and walkthrough tests to integrated, simulation and carefully limited live exercises, without putting residents at risk.
- **Program Management:** keeping the programme current through governance, annual review, training, measures, audit and management review.
## Build the Skills to Lead
A methodology is only as effective as the people who apply it. BCM Institute offers two courses aligned to the roles described in this eBook. **BCM-5000 ISO 22301 BCMS Expert Implementer** is designed for organisation BCM coordinators who lead the programme overall. **BCM-300 ISO 22301 BCMS Specialist Implementer** is designed for business unit BCM coordinators who write and maintain plans for their own areas. Participants who pass the qualifying examination can earn implementer certification at expert or specialist level, recognising their ability to plan and run a business continuity programme to the standard.
For a home like JHA, trained coordinators mean plans that reflect residents' real needs, exercises that build confidence safely, and evidence that stands up when the regulator asks.
