Building continuity capability is a project before it becomes a routine. Jamiyah Home for the Aged (JHA) needs a clear method that shows what happens first, what each step produces and how the steps connect. Without one, effort is spread thinly and important steps, such as testing, are skipped.

Chapters 1 to 7 established the foundations: JHA's operations, goals, objectives, assumptions, team and operating environment. This chapter sets out the seven-phase business continuity management (BCM) planning methodology used throughout this series. It supports clauses 4.3 and 4.4 of ISO 22301 on scope and the management system, and clause 8.1 on operational planning and control.

## Introduction

[![\[BCM\] \[JHA\] \[E1\] \[C8\] Implementing the BCM Planning Methodology](https://no-cache.hubspot.com/cta/default/3893111/2b5359ce-52dd-4415-bebe-602febd5daeb.png)](https://cta-redirect.hubspot.com/cta/redirect/3893111/2b5359ce-52dd-4415-bebe-602febd5daeb)Building continuity capability is a project before it becomes a routine.

## Setting the Scope First

Before the phases begin, JHA should confirm the scope of its business continuity management system (BCMS). A sensible starting scope is all services JHA delivers at its Tampines premises, covering all four departments and all 17 critical services in its continuity framework. Services delivered centrally by Jamiyah Singapore, such as finance or IT support, could be treated as dependencies rather than in scope (illustrative).

The scope should be documented, approved by the Superintendent,  and endorsed by Jamiyah Singapore. Justify anything excluded, because exclusions can leave gaps that a disruption will exploit.

## The Seven Phases

### Phase 1: Project Management (PM)

Project management launches the programme. JHA appoints the BCM coordinator, confirms the steering committee, agrees the scope, sets a timeline and secures resources. For example, JHA might hold a short launch meeting at which the Superintendent explains why BCM matters and what each department will be asked to do.

### Phase 2: Risk Analysis and Review (RAR)

This phase identifies the threats that could disrupt JHA and evaluates their likelihood and impact. It produces a risk register and treatment plan. Chapter 9 covers it in detail, using threats such as infectious disease outbreaks, utility failures, flash floods and supplier failure.

### Phase 3: Business Impact Analysis (BIA)

The BIA determines how quickly each critical service must be restored and what it depends on. It sets the maximum tolerable period of disruption (MTPD), recovery time objective (RTO) and minimum business continuity objective (MBCO) for each service. JHA's existing recovery tiers provide a strong starting point; the BIA will confirm or adjust them. Chapter 10 introduces the critical services.

### Phase 4: Business Continuity Strategy (BCS)

Strategy selects how each critical service will be continued or restored. Options for JHA might include cross-training staff, pre-arranged alternative halal catering, backup power for essential areas, mutual support with other homes, and a relocation arrangement agreed with the Ministry of Social and Family Development (MSF). Strategy is covered in eBook 2.

### Phase 5: Plan Development (PD)

Plan development turns strategies into written procedures: an incident management plan, departmental recovery plans and supporting checklists. Plans must be short and usable on a night shift. For example, a one-page water-failure checklist may be more useful than a long manual (illustrative).

### Phase 6: Testing and Exercising (TE)

Exercises show whether plans work. JHA might start with a tabletop discussion of a power failure, then move to live exercises such as a timed partial evacuation. Each exercise produces findings and corrective actions.

### Phase 7: Programme Management (PgM)

Programme management keeps the BCMS alive. It covers training, document control, annual reviews, internal audit, management review and continual improvement. This phase turns a one-off project into a lasting capability.

## Sequencing and Iteration

The phases run broadly in order, but they also overlap and repeat. Risk analysis and the BIA often run in parallel, because each informs the other. Exercise findings feed back into strategies and plans. A new threat, such as a change in the regulatory regime, may send JHA back to Phase 2.

For example, if a BIA workshop reveals that dialysis transport depends on a single provider, JHA would add that dependency to the risk register in Phase 2 and consider an alternative provider in Phase 4 (illustrative).

## Documents the Methodology Produces

Clause 7.5 of ISO 22301 asks for documented information that supports the BCMS. Each phase produces records that JHA should keep under document control. The main ones are the business continuity (BC) policy and scope statement (Phase 1), the risk register (Phase 2), the BIA report (Phase 3), the strategy paper (Phase 4), the incident management and departmental plans (Phase 5), exercise reports (Phase 6), and training records, audit reports and management review minutes (Phase 7).

Document control need not be complicated. A shared folder with clear version numbers, an owner for each document and a review date is enough. The key test is whether a shift leader can quickly find the current version of a plan, including on paper if systems are down.

## Resourcing and Pitfalls

The methodology works best when the effort is spread fairly. Department heads contribute expert knowledge in short, focused sessions; the BCM coordinator drafts and follows up; the steering committee makes decisions promptly. For example, JHA might hold one two-hour BIA workshop per department rather than asking each head to complete a long form alone (illustrative).

Two pitfalls are common. The first is spending too long on Phases 2 and 3 and never reaching exercises, so that plans are never tested. The second is treating Phase 7 as optional once the first plans exist. A plan that is not exercised and reviewed will drift out of date within a year, as staff, suppliers and regulations change.

## An Illustrative Roadmap for JHA

A realistic first cycle for a home of JHA's size might take around 12 to 18 months (illustrative). Months one to three cover project launch and scope. Months three to six cover risk analysis and the BIA. Months six to nine cover strategy. Months nine to 12 cover plan development and a first tabletop exercise. From month 12, programme management takes over with regular exercises, reviews and reporting.

The roadmap should align with the objectives in Chapter 4. For instance, O2 (the BIA) falls in Phase 3, O4 (Tier 1 workarounds) in Phases 4 and 5, and O7 (two exercises a year) in Phases 6 and 7.

## Conclusion

The seven-phase methodology gives JHA a clear path from launch to a sustained BCMS: organise, analyse risk and impact, choose strategies, write plans, exercise them and keep improving. Phases overlap and repeat, so findings at each step strengthen the others. Linked to JHA's objectives, the roadmap shows the board what will be delivered and when.

The first analytical phase is risk assessment, which the next chapter develops in depth.
