# \[BCM\] \[JHA\] \[E1\] \[C2\] Understanding Your Organisation for Jamiyah Home for the Aged

A continuity programme can only protect what it understands. Before Jamiyah Home for the Aged (JHA) can decide which services to restore first, it needs a clear picture of what it does, for whom, from where, and with what. This chapter builds that picture.

Chapter 1 introduced business continuity management (BCM) and the ten topics in this eBook.

This chapter develops the operational profile that clause 4.1 of ISO 22301 expects: an understanding of the organisation and the internal factors that affect its ability to achieve the intended outcomes of its business continuity management system (BCMS). Chapter 7 later adds the external context.

### **\[BCM\] \[JHA\] \[E1\] \[C2\] Understanding Your Organisation for Jamiyah Home for the Aged**

## Introduction

#### Purpose, Mission and History

JHA describes itself as an eldercare and destitute welfare facility that provides shelter and care for residents, many of whom are elderly, frail and destitute. Its vision is "Serving the community, caring for the society", and its mission is "To provide a Home for the homeless aged". These statements matter for BCM because they define what "continuity" means: not simply keeping a building open, but keeping vulnerable people safe and cared for.

The home was established in 1996 by the then Ministry of Community Development, with the Muslim Missionary Society Singapore appointed as Managing Agent. Operations began at Still Road on 15 December 1996, and the home moved to its present premises at 1 Tampines Ave 3 in December 1997. It was officially opened on 20 January 1998. The home is also known as Darul Takrim, and today it is listed among Jamiyah Singapore's homes. JHA's website has more details.

## Regulatory Status

JHA is one of 11 homes that the Ministry of Social and Family Development (MSF) has gazetted as welfare homes for the care, reception and rehabilitation of destitute persons. Social service agencies run these homes as the Ministry's managing agents, and MSF remains the admitting authority. This arrangement shapes JHA's continuity planning in two ways.

First, decisions about admission, transfer and discharge involve MSF, so a continuity plan that relocates residents must include MSF in the decision path. Second, the Social Residential Homes Act 2025 came into operation on 1 July 2026 and replaces the relevant provisions of the Destitute Persons Act 1989. JHA's licensing position under the new Act should be confirmed with MSF \[verify\]. Chapter 7 examines the regulatory context in depth.

## Services and Activities

JHA operates 24 hours a day, with its office open from 9 am to 6 pm. Its care outcomes are twofold: community reintegration for residents with potential for discharge, and maintaining function and well-being for residents who need long-term care. The home works with partner agencies to help residents return to the community.

The home's programmes, drawn from its website, fall into seven groups:

- **Health and well-being:** health and nutrition talks, exercise, physiotherapy, meditation and a brisk-walking programme.
- **Daily living skills:** personal grooming, using public transport and managing finances.
- **Intellectual and creative:** newspaper reading, cognitive activities, games and batik.
- **Psycho-social:** individual counselling, group work, reminiscence and outings.
- **Cultural and spiritual:** religious classes and cultural performances.
- **Skills and employment:** the Home Employment Scheme, the Day Release Scheme and employment support.
- **Individual profiling:** activities matched to each resident's abilities, history and interests.

For continuity planning, these programmes are not all equal. JHA's continuity framework groups its critical services into four departments: Operations, Programme and Therapy, Social Work, and Support. Some programmes, such as cognitive and social engagement, are treated as urgent; others, such as day-to-day routine programmes, can pause for longer. Chapter 10 examines these priorities.

## People

JHA's website names the Superintendent as the point of contact for visitors and states that the home builds staff capability through training in core and soft skills. Beyond that, the site does not publish staff numbers or roles, so this series treats internal staffing details as illustrative.

For BCM purposes, JHA should map which roles are essential to each critical service and how many people can perform them. For example, JHA might find that only a small number of staff are trained to manage medication rounds or to coordinate dialysis transport (illustrative). Such single points of failure become priorities for cross-training.

## Premises, Technology and Suppliers

JHA operates from a single purpose-built site in Tampines. A single site is simpler to manage but means that a serious incident affecting the premises could disrupt every service at once. Relocation options therefore become a central question for the continuity strategy in eBook 2.

The website does not describe JHA's information systems or suppliers. Typical dependencies for a residential home include utilities (power, water, gas), case records, medication supply, meals, laundry, cleaning, transport and external medical providers. For example, JHA's framework lists dialysis treatment as a critical service, which implies dependence on external dialysis providers and transport. The business impact analysis (BIA) in eBook 2 will confirm each dependency.

## Residents and Interested Parties

Residents are JHA's most important interested party, and their vulnerability raises the stakes of every disruption. Many are frail, some need regular medical treatment, and some may have limited family support. A continuity plan for JHA must assume that residents cannot evacuate or adapt without help.

Other interested parties include MSF as regulator and admitting authority, Jamiyah Singapore as Managing Agent, partner agencies, families, volunteer groups and schools that visit residents, and the wider Muslim community whose support the home draws on. Chapter 7 develops a full register of interested parties and their requirements, as clause 4.2 of ISO 22301 expects.

## Features That Shape JHA's Continuity Needs

Several features of JHA's operating model stand out for BCM. It provides round-the-clock residential care, so there is no "closed" period in which to recover. Its residents are highly vulnerable, so disruption quickly becomes a safety issue. It operates from one site, so relocation is a key strategy. Its faith-based context means that halal food, prayer and religious observance must continue during a disruption, including during Ramadan.

These features will recur throughout the series. For example, a plan to send residents to a receiving home must consider whether that home can provide halal meals and space for prayer, not just beds.

#### Summary Table

**Table 2: Understanding Your Organisation for Jamiyah Home for the Aged**

| **Element** | **What is known (source)** | **Continuity implication** |
| --- | --- | --- |
| **Purpose** | **Shelter and care for elderly, frail and destitute residents (website)** | **Continuity means resident safety and care, not just open premises** |
| **Governance** | **Established by the then Ministry of Community Development; Muslim Missionary Society Singapore as Managing Agent (website)** | **Jamiyah Singapore's board holds ultimate oversight** |
| **Regulation** | **MSF-gazetted welfare home; MSF is the admitting authority (MSF)** | **MSF must be in the decision path for relocation or transfer** |
| **Operating hours** | **24 hours; office 9 am – 6 pm (website)** | **No downtime window; recovery must run around the clock** |
| **Premises** | **Single site at 1 Tampines Ave 3 (website)** | **Site loss affects all services; relocation strategy needed** |
| **Services** | **Care, health, therapy, counselling, cultural, spiritual and employment programmes (website)** | **Services differ in urgency; BIA will confirm priorities** |
| **Critical services** | **17 services in four departments, each with a recovery time objective (RTO) tier (JHA framework)** | **Ready-made starting point for the BIA** |
| **People** | **Superintendent leads; staff trained in core and soft skills (website)** | **Map key roles and cross-train to remove single points of failure** |
| **Dependencies** | **Not published; dialysis implies external medical providers (framework)** | **Confirm suppliers, utilities and IT through the BIA** |
| **Cultural context** | **Faith-based Managing Agent; religious classes (website)** | **Halal food and religious practice must continue during disruption** |

## Conclusion

JHA's operational profile shows a home with a clear mission, a single site, round-the-clock services and highly vulnerable residents. Its existing framework of critical services and recovery tiers gives it a head start, while gaps in documented staffing, systems and supplier information point to the work the BIA must do. This profile is the reference point for every later chapter.

With the operational picture in place, JHA can set out what it wants its continuity programme to achieve.
