This chapter opens *Understanding Your Organisation for Jamiyah Home for the Aged*, the first of three eBooks in the series *Implementing BCM at Jamiyah Home for the Aged (JHA)*. It gives board members, the Superintendent and senior staff a plain-language overview of what BCM involves and previews the ten topics that the rest of this eBook covers. It reflects the leadership and commitment expectations of clause 5.1 of ISO 22301:2019, the international standard for business continuity management systems (BCMS), as amended in 2024.

#### Introducing BCM for JHA
BCM is a management process that identifies what an organisation must keep doing during a disruption, how quickly each activity must resume, and what resources are needed to do so. A BCMS is the set of policies, roles, plans and reviews that keeps BCM alive year after year, rather than as a one-off project.
BCM is not the same as emergency response. A fire drill moves residents to safety in minutes. BCM asks what happens next: where residents will sleep tonight, how medication will be given tomorrow, and how dialysis appointments will be kept next week. For JHA, the second set of questions is often harder than the first.
The series uses ISO 22301:2019 (with Amendment 1:2024) as the basis for JHA's BCMS, and ISO 22313:2020 as the supporting guidance. Both are voluntary standards. They sit alongside JHA's legal obligations as a welfare home regulated by the Ministry of Social and Family Development (MSF), which later chapters examine in detail.
#### Understanding JHA's Operations
The Ministry of Community Development established JHA in 1996, appointing the Muslim Missionary Society Singapore as Managing Agent. It began operating at Still Road in December 1996 and moved to its purpose-built premises at 1 Tampines Ave 3 in December 1997. Its stated mission is to provide a home for the homeless aged.
The home's work goes well beyond accommodation. Its [website](https://jha.jamiyah.org.sg) describes programmes covering health and well-being, daily living skills, cognitive and creative activity, counselling, religious and cultural life, and employment schemes. Some residents are supported towards community reintegration; others receive long-term care. Chapter 2 maps these operations in detail, because a continuity programme can only protect what it understands.
#### Identifying BCM Goals and Objectives
BCM goals state what JHA wants its continuity programme to achieve. For a welfare home, the first goal is almost always resident safety and well-being, followed by continuity of essential care, compliance with regulatory obligations and the confidence of MSF, families and Jamiyah Singapore. Chapter 3 develops these goals and a draft business continuity policy.
Objectives turn goals into measurable commitments with owners and deadlines. For example, JHA might set an objective to complete a business impact analysis (BIA) for every department within six months, or to exercise its evacuation-and-relocation plan at least once a year (illustrative). Chapter 4 shows how to write objectives that the board can track.
#### Determining Business Continuity Assumptions and the BCM Team
Every continuity plan rests on assumptions: how many staff might be absent, how long utilities might be lost, and whether another home could receive residents at short notice. Unstated assumptions often cause plans to fail. Chapter 5 shows JHA how to record, approve and test its planning assumptions.
BCM also needs people with clear roles. JHA might form a BCM steering committee chaired by the Superintendent, appoint a BCM coordinator, and nominate representatives from Operations, Programme and Therapy, Social Work and Support. Chapter 6 sets out the team composition and each role's responsibilities.
#### Analysing the Operating Environment and Planning Methodology
JHA operates in a changing environment. The Social Residential Homes Act 2025 came into operation on 1 July 2026, bringing a new licensing framework for homes such as JHA. Climate change is bringing hotter days and heavier rainfall to Singapore, and the COVID-19 pandemic showed how quickly residential care can be disrupted. Chapter 7 analyses these external factors and the interested parties whose expectations JHA must meet.
A structured method keeps the work on track. Chapter 8 explains the seven-phase BCM planning methodology used in this series: project management, risk analysis and review, business impact analysis, business continuity strategy, plan development, testing and exercising, and programme management.
#### Assessing Risks and Identifying Critical Business Functions
Risk assessment identifies the threats most likely to disrupt JHA and the weaknesses they could exploit. For example, a home that depends on a single caterer for halal meals has a concentration risk that a supplier failure would expose immediately. Chapter 9 builds an illustrative risk register for JHA.
Critical business functions are the services JHA must restore first. ISO 22301 calls them "prioritised activities". JHA's own framework already groups its critical services into four recovery tiers, from Tier 1 (0–4 hours) to Tier 4 (one week). Chapter 10 examines these functions, including supervising residents, providing access to medical care, and providing meals.
#### Why BCM Matters to the Board and Senior Staff
Board members have ultimate responsibility for residents' welfare and Jamiyah Singapore's reputation. BCM gives them evidence that the home can withstand foreseeable disruptions, and a clear picture of where investment is needed. It also helps the Superintendent show MSF that the home manages incidents in a planned, consistent way.
For senior staff, BCM replaces improvisation with rehearsed decisions. If the lift fails or the kitchen floods, staff already know who decides, who acts and which residents need help first. That certainty protects residents and staff alike.

BCM gives JHA a structured way to keep caring for its residents when normal operations fail. It builds on what the home already does well, including its 24-hour care, its departmental structure and its existing recovery tiers, and turns that into a managed system aligned with ISO 22301.
