CBF 1: Asset and Facilities Management

The Critical Business Function (CBF) 1: Asset & Facilities Management represents a foundational pillar of Bandtree’s operations.

As a government-linked company under Darussalam Assets, Bandtree plays a crucial role in maintaining, optimising, and safeguarding the infrastructure assets entrusted to it.

This function not only ensures the continuous and efficient operation of government and commercial facilities but also supports national objectives tied to real estate value preservation, operational readiness, and regulatory compliance.

Purpose of Chapter

This chapter outlines the sub-processes (Sub-CBFs) under CBF-1 and assesses the potential impact of their disruption over various time frames.

Using the impact-over-time methodology guided by BCM best practices, each sub-function is evaluated on a scale from 1 (very low impact) to 5 (very high impact).

The analysis considers the Recovery Time Objective (RTO), Maximum Tolerable Period of Disruption (MTPD), and periods of heightened vulnerability for each sub-process.

This structured approach enables Bandtree to prioritise response efforts, allocate resources effectively, and enhance overall resilience in the face of unexpected disruptions.

This table outlines the CBF-1 Asset & Facilities Management and its sub-processes (Sub-CBFs) for Bandtree, following the impact over time methodology from BCM Institute's guidance Notes and using a 1–5 severity scale.

Key Notes
  • RTO (Recovery Time Objective): Indicates the acceptable downtime before severe impact begins.
  • MTPD (Maximum Tolerable Period of Disruption): Maximum allowable time the sub-function can be disrupted before irrecoverable consequences occur.
  • Vulnerable Period: Timeframes in which disruption has amplified effects (e.g., audits, contract renewals, public reporting).

Summing Up... Part 3

Asset & Facilities Management is not only a technical or operational function; it is a strategic enabler of Bandtree's mandate to uphold national infrastructure reliability and stakeholder confidence.

The impact-over-time assessment presented in this chapter highlights that certain sub-functions, such as HSSE Compliance, Energy and Utilities Management, and Emergency Response, are especially time-sensitive and carry high risk if disrupted even for short durations.

Conversely, functions such as Capital Projects Oversight and Space Planning, although critical in the long term, have a higher tolerance for operational delays.

Understanding the impact thresholds and vulnerable periods of each sub-function allows Bandtree to develop targeted business continuity strategies, reinforce critical controls, and ensure timely recovery actions.

As operational landscapes evolve, periodic reviews and updates to this analysis will be essential to ensure alignment with business priorities, stakeholder expectations, and regulatory standards.

Part 4: Supporting IT Systems and Applications

Notes for BCM Institute's Course Participants: This is the template for completing the "Part 4: Supporting IT Systems and Applications."

CBF 1: Asset and Facilities Management

The Critical Business Function (CBF) of Asset & Facilities Management plays a pivotal role in supporting Bandtree’s mission of delivering professional property management services that align with Brunei Darussalam’s national infrastructure goals.

As a government-linked company under Darussalam Assets, Bandtree’s responsibilities include maintaining high standards in asset preservation, operational efficiency, safety compliance, and stakeholder satisfaction.

Purpose of Chapter

This chapter outlines the key sub-processes within CBF-1: Asset & Facilities Management and provides a structured view of their operational dependencies.

Each sub-CBF is mapped with its associated IT systems and applications, Recovery Point Objectives (RPO), System Recovery Time Objectives (RTO), and special equipment or resource requirements.

The categorisation and analysis of these components help ensure operational continuity, especially during disruptions, while aligning with regulatory requirements and service excellence.

Here is a detailed table for CBF-1: Asset & Facilities Management and its Sub-CBFs, designed for Bandtree with the specified headers:

Summing Up ... for Part 4

The Asset & Facilities Management function is integral to the seamless operation and longevity of Bandtree’s managed properties and infrastructure.

Through well-defined sub-processes, critical IT systems, and supporting resources, Bandtree ensures that physical assets are optimally maintained, regulatory obligations are met, and service quality is upheld.

By documenting the recovery requirements and dependencies of each sub-CBF, this chapter establishes a foundation for resilient operations and informed decision-making during both routine management and crisis events.

It reinforces Bandtree’s commitment to maintaining operational excellence and delivering value as a key player in Brunei’s property management landscape.
